This position is located with the BIA, Office of Trust Services, Division of Forestry & Wildland Fire Management, located at the National Interagency Fire Center (NIFC), in Boise, Idaho. Duties

Plan work to be accomplished by subordinates, and prepare schedules for completion of work. Give advice, counsel, or instruction to employees on both work and administrative matters. Ensure that actions to achieve BIA wildland fire and hazardous fuels program objectives are carried out. Represent the BIA on national, regional, and local task forces related to policy development and interpretation. Interpret and implement BIA policy and program requirements. Serve as a subject matter expert in interagency wildland fire operations policy development and implementation. Oversee the Bureau wide wildland fire preparedness programs to ensure that adequate resources (facilities, equipment, personnel, aircraft, supplies, and budgetary requirements) are in place and available to meet anticipated wildland fire needs. Assist in the development, review, and revision of wildland fire preparedness policy. Assist in the development, review, and revision of wildland fire policy.

Qualifications

Selective Placement Factors (SPFs): This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: SPF #1: 90 days of Prior on-the-line Wildland Firefighting Experience Requirement: The Department of the Interior (DOI) defines wildland firefighting experience as any non-structure fire that occurs in the wildland. Wildland firefighting experience is gained through work on the fire line in containment, control, suppression or use of wildland fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Wildland fires are categorized into two distinct types: Wildfires - Unplanned ignitions or prescribed fires that are declared wildfires; and Prescribed Fires - Planned ignitions. This description includes only fireline experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. This experience must be documented with specific dates (MM/YYYY-MM/YYYY) in your resume; failure to document may result is loss of consideration. Specialized Experience: In order to be rated as minimally qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. Failure to provide required information on resume could result in ineligibility for consideration. For GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience interpretating law, statute, regulation, and policy; organizational planning (recruitment, succession, and retention) within Wildland Fire Management. Experience interpretating law, statute, regulation, and policy for interagency coordination with various Federal, Tribal, State, and Local Government Cooperators. Experience with assisting and/or recommending policy development or change related to Wildland Fire Management at various management levels. Experience with and knowledge of wildland fire management and hazardous fuels, specifically obtained through experience as a National, Regional, or Unit Fire Program Manager or Specialist. Ensure and advise thorough Program Reviews for Wildland Fire Management and Fire Aviation programs in accordance with agency and interagency specific standards, guides, and checklists to ensure operational effectiveness, safety, capability, and continued programs improvement. Provide expert advice and counsel on short-term and long-term fire management problems and practices. Experience managing wildland fire management programs that minimize negative impacts of catastrophic wildland fire to the public, infrastructure, and culturally significant values and natural resources. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. Education

Proof of Education:All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Pass/Fail Courses: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

Graduate Education: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
