This position is in the Health Professions Education (HPE) Office (HPEO). This position supports the DEO and HPE management for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility. The purpose of this position is to conduct and evaluate a wide range of program management and administrative duties to fulfill requirements related to VHA's academic mission and OAA's strategic plans.

Duties

DUTIES OF THE POSITION WILL INCLUDE BUT NOT BE LIMITED TO: Verifying valid affiliation agreements, rate and stipend schedules and processing transactions through VA financial systems, and reconciling education activity records with OAA fiscal, individual clinical services and the affiliate. Evaluates programs and process for discrepancies to determine efficient and compliant HPE program operations. Records data and analysis to recommend redistribution of resources, forecasting HPT position allocation needs for academic years, and formulate long term budget needs and excess Manages special purpose academic fund from OAA and HPT reimbursement process; synthesizing data and opportunities for presentation with graphs, flowcharts, other technique Validating complex calculations for accuracy of reimbursement with analysis of relevant documentation Completes and reviews monthly EARs consolidation and calculations to ensure accurate education activity reimbursement. Working directly with site and program directors to collect documentation. Anticipates obstacles to operational management that are likely to interfere with the accomplishment of objectives, takes necessary action to prevent their occurance Submits Quarterly Needs and Excess reports to OAA for redistribution of returns funds VA offers a comprehensive total rewards package: HR Specialist Total Rewards Work Schedule: Monday Through Friday 08:00am - 04:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability, experience, and knowledge to communicate clearly, logically, and concisely with all levels of VA and VA medical facility administrations, as well as to collaborate effectively with senior management within and external to VA specifically regarding DA procedures, HPE programs, VA and OAA data and reporting requirements, Knowledge of and skill in applying a comprehensive range of principles, concepts and practices of HPT clinical coverage, scheduling, and rotation schedules to oversee and continually improve the EARs data tracking and calculations and to identify and resolve difficult issues and challenges in the reconciliation process with the affiliate. Knowledge and ability to apply current academic policy procedures and the ability to stay current on changes from associations, accrediting bodies, and OAA to administer the facility's special purpose funds and disbursement process, Knowledge of clinical academic and health care management principles, concepts and methodologies including budget, personnel allocations, and procurement to execute OAA and the facility's special purpose funds. You will be rated on the following Competencies for this position: Administration and ManagementAnalytical ThinkingCommunicationsCustomer ServiceData Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary, although some slight physical effort may be required. This work is performed in an office setting although some slight physical effort may be required to conduct training events, give presentations, or to observe staff and trainees in their work environment, including inpatient clinical areas. The position will utilize a desk and computer and may need to navigate throughout the facility clinical areas. Stamina and concentration to meet crucial deadlines is required.
