This position is located in the Government Accountability Office (GAO), Infrastructure Operations, Facilities Mgt. and Svc, Property Mgt. Branch. The Property Mgt. Branch is responsible for accounting, inventorying, excessing and recycling of government-owned property and providing transportation services at the GAO building.
Duties
As a Property and Utilization Specialist, PT-1101-3 your typical work assignments may include the following:
Provide technical oversight and monitoring to the property personnel by providing direction in properly acquiring, documenting, and tagging property in accordance with established property management procedures.
Serve as the program manager for overseeing employee separations, documenting and cataloging the returning of government issued property and if necessary property disposal.
Serve as the primary consultant and advisor to senior management, Managing Director and Director of Facilities Management, in developing strategies that focus on achieving results and operational effectiveness of property management and fleet management.
Manage the revisions, updates and creation of standard operating procedures and policy guidance in property management and fleet management.
Serve as a subject matter expert on management negotiation teams with labor management relations with respect to program or policy changes in the areas of property management, fleet management and employee separations. May review or develop agency proposals or responses in collective bargaining.
Serve as the Fleet Manager for the GAO vehicle management program. Develop performance metrics, evaluate utilization and make recommendation to improve the efficiency of the program.
Serve as the project manager and team leader on a variety of agency wide special initiatives.
Lead matrixed efforts, integrating the work of subject matter experts and contractors.
Qualifications
Minimum Qualification Requirements
This position requires applicants to have at least one year (52 weeks) of specialized experience at the next lower band, equivalent to the PE-IIA, PT-II, CS-II, or GS-13 level in the federal service.
Specialized experience is experience (1) serving as a program manager for an agency's separation process dealing with employee and contractor separation, documenting and cataloging the return of accountable personal property in multiple office locations; (2) managing an agency's motor vehicle fleet program and contract personnel; (3) developing performance metrics and implementing recommendations on improving agency processes related to property management and fleet management; and (4) developing and implementing corrective action plans in response to program audits.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
