Duties

Provide oversight and supervision for contract representation during seed procurement, receiving and inspection of seed, storage, and inventory management. Responsible for tracking of field seed requests, the mixing of seed, financial transactions, and distribution of seed mixes to the field. Carries out supervisory duties in accordance with regulatory requirements in areas such as Diversity and Equal Employment Opportunity. Leads staff in the design and implementation of seed procurement strategies, stipulation development with Contracting Officers to acquire high quality seed for intended purposes at reasonable prices for the BLM Field offices. Serves as the focal point and provides for the oversight of goods inspections, receiving, warehouse inventories, financial inventory tracking, inventory test results to ensure quality control, asset management and financial accountability. Leads in the development of standard procedures for staff to maintain warehouses, equipment, motorized vehicles including overseeing forklift certification training and ensures the warehouses are maintained in a clean and orderly manner.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.
  • An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.
  • May require a one year probationary period.
  • Incumbent must attend Contracting Officer Representative (COR) training, receive COR Certification (as soon as classes are made available) and maintain COR status. COR level determined by supervisor.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: assisting Contracting Officers with highly complex procurement contracts; managing seed in situations such as supply or service inspection, data tracking and logistical planning and implementation, solicitation/contract statements of work. Experience in development of annual budget planning processes, spending execution, and tracking while managing workload and directing work based on priorities. Experience or knowledge of management techniques related to supervision. There is no substitution for education at the GS-12 grade level or above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Although a fair amount of sedentary work is required, some work requires standing, stooping, bending, and working in tiring, uncomfortable positions, although not often there could be occasional lifting and carrying of supplies, equipment, and materials that could weigh 50 pounds, on hard surface floors in a warehouse, yard, or shop areas. Stress is a common occurrence during periods of high seed demands. Work Environment: Incumbent works in both inside and outside areas. Warehousing is done in areas that are hot, cold, drafty, moving machinery (i.e., forklifts, large noisy seed mixers, and vehicles. The work is dirty and dusty. The incumbent is exposed to propane fumes tied to equipment operation and other combustible chemicals like spray paint, and the possibility of cuts, scrapes, bruises, and the safety hazards inherent in warehouse conditions. The incumbent will be exposed to additional items in the work environment that can be hazardous to your health. Proper safety procedures must be utilized when operating the mixing equipment and in the work environment.
