As a Lead Human Resources Specialist at the GS-0201-14, you will be part of Merit Sys Accountability and Compliance, Office of Personnel Management. The Senior Evaluator will directly support ACE's mission to oversee and advance effective and efficient human capital management systems that adhere to merit system principles.

Duties

Provide staff-level advice to operating human resources (HR) offices in the strategic management of human capital or agency program evaluation staff at a level requiring the application of specialized HR knowledge to an area of program management. Assist agencies to design, develop, implement, and/or improve comprehensive internal human capital management evaluation systems. Use expertise in evaluating human capital management programs to assess identified opportunities to improved efficiency in ACE's work through transformative processes using advanced data analytics and artificial intelligence. Troubleshoot diverse and often controversial or sensitive human capital problems at or above the department or various installation-levels of major departments, agencies, and corporations. Serve as coach and mentor to field group evaluators for development. Plans and provides recurring and ad hoc training for ACE staff that ensures high performance teams. Provide advice and assistance to staff on recognizing and defining problems and making decisions on difficult and complex HR issues. Represent the team in working with the Operations Supervisor and Group Manager to develop training plans and IDPs.

For the GS 14: Applicants must have one year of specialized experience equivalent to the GS-13 level in the Federal Service that included the following: Advising external agency partners on the design, development, implementation, interpretation, and evaluation of HC management programs. Evaluating Human Capital practices and operating procedures using comprehensive knowledge of Federal HR management policies, laws, regulations, and procedures. Planning and conducting ad hoc training in human capital management to develop staff in all areas of human capital management. Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
