About the Position: Works under the general supervision of the Supervisor of the Cost Engineering & Specifications Section. Responsible for supporting the supervisor as a team lead, leading a staff within the Section to provide specifications and Biddability-Constructability-Operability-Environmental-Sustainability (BCOES) certifications supporting Civil Works projects.
Duties
Duties involve a broad range of specialized activities with a focus on Civil Engineering construction specifications development functions.
The incumbent applies engineering expertise about large and complex Civil Works projects, as well as addressing unique project features that may be without precedent.
Utilizes their staff to provide support for contracts nearing construction requests for proposals.
Serves as Acting Section Chief in absence of the supervisor.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One-year probationary period may be required.
- Temporary travel (TDY) up to approximately 10% of the time may be required.
Qualifications
Management has the discretion to fill this position in multiple ways:
1. Position may be filled as a temporary promotion or temporary detail NTE 1 year by a current permanent Army employee. Temporary promotions may be extended up to a maximum of 5 years and may be made permanent without further competition. Temporary detail may be made permanent without further competition.

2. Position may be filled as a Term appointment NTE 13 months if the candidate is not a current permanent Army employee (i.e., military spouse, 30% veterans can be filled as a Term appointment). Term appointments may be extended up to a maximum of 8 years including the first year. Appointment may be made permanent without further competition.

Lead Engineer - All Engineers - GS-0801, GS-0810, GS-0819, GS-0830, GS-0850, GS-0896 Series
Lead Landscape Architect - GS-0807 Series
Lead Architect - GS-0808 Series
Lead Geologist - GS-1350 Series
AND
SPECIALIZED EXPERIENCE FOR THE GS-13: One year of specialized experience which includes 1) Understanding and application of specifications and Biddability-Constructability-Operability-Environmental-Sustainability (BCOES) processes and policies AND 2) Serving on Project Delivery Teams (PDT) for providing technical input AND 3) Meeting projects budgets and schedule milestones. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-13 you must have 52 weeks at the GS-12 level.
With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment.
