Duties
These positions are located within the Department of the Interior, Gulf of Mexico OCS Region, Office of the Regional Director, Deputy Regional Director for DIEE, District Field Operations (DFO) - Houma, LA/Lake Charles, LA/Lake Jackson, TX/New Orleans, LA/Lafayette, LA District(s) in the Well Operations Section.
If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval.
This position is responsible for assuring the technical adequacy of well designs, drilling programs, and abandonment procedures; and assuring that the operations are conducted in accordance with the applicable lease terms and regulations.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
Performs technical reviews of Applications for Permit to Drill and of requests for approval to change plans, alter casing programs, and plug and abandon new wells.
Receives and reviews operating companies' requests for the establishment of new field drilling rules or requests for revisions to existing field drilling rules.
Reviews engineering data on equipment related to drilling, safety, and pollution control and determines whether or not such equipment is adequate to ensure, prudent, safe, and workmanlike operations.
Receives and reviews operating companies Welding and Burning Plan pertaining to drilling operations or revisions to the Plan, for compliance with the Regulations and submits completed Plan to supervisor for approval.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Physical Demands: The work is primarily sedentary. Occasional visits to offshore drilling installations and/or shipyard locations are required which are generally non-strenuous in nature involving some walking, climbing, stooping and bending. Offshore visits require Helicopter Underwater Egress Training (HUET) certification utilizing the Modular Egress Training Simulator (METS) and swing Rope training.
Work Environment: Occasional offshore field inspections are conducted in close proximity to operating machinery and the heavy equipment associated with oil and gas production. Travel to and from offshore locations is by Government vehicle, chartered helicopter and/or chartered boat.
Weekend Work: In accordance with the rotational schedule established in the district, the incumbent will be available for after-hours work-related advisory telephone calls from operators at night and on weekends and holidays.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 2802, is the exclusive representative of all employees in this bargaining unit.
Salary Information:
GS-13: $114,137 - $148,376 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.

(1) Basic Educational Requirements:
To be eligible for this position, you must meet either A or B below for the series to which you are applying.
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration or licensure
Written Test
Specified academic courses

(2) Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Analyzing and evaluating exploration and development operations that involve drilling and workover/completion activities; AND
Reviewing Blowout Prevention (BOP) information, i.e., certificates, shear test data, modifications, and instrumentation diagrams of the BOP Control System, to ensure the equipment can perform its designed function; AND
Meets with operators and contractors to discuss and resolve complex drilling issues. MUST MEET ALL.
