Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico OCS Region District Field Operations, Houma District, Production Operations, Houma LA. . At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Performs technical reviews of applications for production systems or equipment, approval to change plans, modify surface and subsurface safety valve arrangements, and add or delete surface production safety devices. 2. Reviews and analyzes engineering data on equipment related to production, safety, and pollution control sufficient to determine whether such equipment is adequate to insure prudent, safe, and workmanlike operations. 3. Investigates production accidents, blowouts, and fires. Prepares reports showing probable cause and makes recommendations to minimize the possibility of similar accidents recurring or to reduce the severity if one does recur. These recommendations may include revisions to present regulations or industry 's operations procedures. 4. Visits oil & gas leases under District supervision on a regular basis to determine that proper operating practices are followed, particularly where unusual or unique problems have developed, and analyses of such drilling operations are beyond the scope of the inspectors, lower graded engineering staff, and platform operators. 5. Represents the District in meetings involving the latest developments in the field to assist in the strategies and methodologies for production operations for review and inspection of new facilities, systems, equipment, and components. 6. Mentors and provides technical leadership, expertise, and guidance to lower-level engineers and other staff in the conduct of day-to-day operations, investigations, inspections, and audits. The Bureau of Safety and Environmental Enforcement has determined that the duties of this position is suitable for telework only during an emergency or natural disaster.. This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit. Salary Information GS-13: $119,502 - $155, 357 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND/OR (2) Specialized Experience for the series to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; OR B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education. (2) Specialized Experience To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Assured the technical adequacy of AIP RP 14C. 2. Creates or modifies piping and instrumentation (P&ID) of pertinent systems such as production systems (oil, gas, H2S, sulphur, and produced water processing components along with associated piping systems). 3. Processed safety systems (safety devices to sense pressure, level, temperature, and flow of the production system and the valves used to isolate the source along with SAFE Charts and associated Safety Flow Diagrams), electrical systems, monitoring systems, fire and gas detection systems, fire-fighting systems, Supervisory Control and Data Acquisition (SCADA) systems, personnel safety equipment, and lifesaving appliances on facilities. 4.On any new fixed and floating oil and gas facilities verified the installation of the pertinent systems such as production systems, process safety systems, electrical systems, monitoring systems, fire and gas detection systems, fire-fighting systems, Supervisory Control and Data Acquisition (SCADA), and personnel safety equipment or as permitted. 5. Has knowledge of optimizing process parameters and equipment sizing.
