The primary purpose of this position is to perform general labor under the supervision of the Road and Grounds Shop Foreman within the Maintenance Division of the Facilities Engineering Service at the Minneapolis VA Medical Center (MVAMC). The incumbent independently completes assignments that may require significant manual skills, prior work experience or training, and/or very heavy physical effort by following general instructions, past practices, or simple drawings or specifications.
Duties
Major duties include but are not limited to:
Operate one or more motor vehicles including pickup trucks, panel trucks, flatbed trucks, carryalls, sedans and crew cab pickup trucks to pick up supplies, materials, equipment and/or tools;
Move furniture and equipment within the Medical Center, which frequently requires trips off-campus to other storage and operations facilities throughout the Minneapolis metropolitan area;
Operate heave, powered and non-powered tools (e.g., air-hammer, drill, saw, ladder, scaffolding, rake, dirt/snow shovel, lawn edger, backpack leaf blower, lawn mower, snow thrower, powered sweeper, gas powered tamper, pruner, lopper, string-trimmer, etc) in a safe and appropriate manner based upon task or project needs;
Conduct vehicle and equipment safety checklist to assure proper performance level before operation'
Move furniture, files, supplies and materials to new locations within the medical center using a pallet-jack, hand truck, carts, or carrying by hand;
Load and unload trucks;
Perform grounds maintenance including trimming trees, bushes, and shrubs to cultivate, shape and make aesthetically pleasing; mowing lawns, edging sidewalks and curbs, mulching beds, and cleaning up lawn waste;
Shovel snow on walks, steps, roadways and other areas as assigned;
Repair and clean concrete, asphalt, roadways and walks;
Assemble and dismantle staging, decorations, and other items where designated;
Shuttle vehicles to and from shop and service department;
Deliver and pick up laundry;
Clean equipment.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. To be found at least minimally qualified for the position of Laborer (Motor Vehicle Operator) at the WG-04 level, your application and supporting documentation must demonstrate the critical knowledge, skills, and abilities that are essential for satisfactory job performance. For this position, the ability to do the work of the position without more than normal supervision is prime. Examples of qualifying experience include but are not limited to: independently completing assignments by following general instructions and selecting the most appropriate types of equipment to accomplish each phase of work; using a significant amount of skill obtained through prior work experiences and/or training; manipulating controls for starting, stopping, backing, and driving motor vehicles while obeying installation traffic rules and regulations; operating complex powered and non-powered equipment using various controls and levers to maneuver equipment; and lifting/lowering, adjusting, engaging/disengaging components or attached devices.
ADDITIONAL SCREEN-OUT: You must possess a valid state driver's license to operate government vehicles to perform the duties of the position.
