You will serve as a NATURAL RESOURCES SPECIALIST in the Environmental Planning and Conservation Branch of NAVFAC NORTHWEST.
"NAVFAC is currently undergoing a reorganization and this position may be realigned to a new organizational structure within NAVFAC once finalized. The planned reorganization will not change the role of this position."
Duties
You will interact with various stakeholders, including, other federal, state, and local government officials, non-government organizations, Tribal nations, and the public in various venues in support of NEPA projects.
You will prepare special environmental documents (CATEXs, EAs/OEAs, and EISs/OEISs) to assess the environmental impact of military operations, programs, exercises, etc.
You will provide environmental planning consultation services to supported activities regarding National Environmental Policy Act (NEPA) and environmental compliance.
You will serve as the Technical Representative on A/E contracts to ensure preparation of technically adequate, timely, and cost-effective products.
You will oversee intergovernmental coordination of environmental planning efforts to ensure approval by regulatory agencies.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
FOR THE GS-12:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. 1) Managing or participating in Endangered Species Act section 7 consultations with the U.S. Fish and Wildlife Service or the National Marine Fisheries Service (NOAA Fisheries); 2) Writing or reviewing Biological Assessments under the Endangered Species Act; 3) Possessing knowledge of environmental regulations such as the Endangered Species Act, National Environmental Policy Act, or Marine Mammal Protection Act.; and 4) Providing training and mentoring to other environmental staff and to technical staff in other business lines.
FOR THE GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Supporting Endangered Species Act section 7 consultations with the U.S. Fish and Wildlife Service or the National Marine Fisheries Service (NOAA Fisheries), 2) Reviewing documents prepared for Endangered Species Act consultations, and 3) Assisting with developing and maintaining project criteria, schedules, and budgets in conformance with project and Navy mission requirements.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Applicants must possess a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that I possess the knowledge, skills and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.
Education substitution for the GS-11:
Successfully completed a Ph.D. or equivalent doctoral degree in biological sciences, agriculture, natural resource management, chemistry or a related discipline appropriate to this position.
OR
successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in biological sciences, agriculture, natural resource management, chemistry or a related discipline appropriate to this position.
