The New Mexico VA Healthcare Network is recruiting for a Licensed Pharmacist Facility Program Manager as a member of the management team under the direction and supervision of the Chief of Pharmacy Service. The Facility Program Manager is responsible for developing, coordinating, and evaluating all training activities for this department and responsible for developing, evaluating, and adjusting organizational structures and management designs for effective program operations.
Duties
The major duties and responsibilities include but are not limited to:
Responsible for all aspects of the hiring process in accordance with HRM guidelines. This includes but is not limited to drafting the notice for electronic posting on USA JobsNA Careers website, drafting newspaper/journal/newsletter ads, preparation and participation in recruitment events, and coordinating and conducting interviews.
Responsible for coordinating local, regional, and national pharmacy technician and pharmacist recruitment activities
Provides professional and technical advice and assistance regarding all of his/her program area in support of management and Pharmacy Service's mission, vision, and goals.
Assists with the department's annual quality assurance plans.
Coordinates student experiential rotations with the affiliated colleges.
Participates in educational instruction for pharmacy residents, pharmacy students, and pharmacy technician students from affiliated colleges.
Serves and fulfills the duties as the Residency Program Director (RPO). Maintains American Society of Health System Pharmacists (ASHP) Accreditation status as required by the VHA.
Cooperates with and provided requested information to a college of pharmacy that is being visited by the American Association of Colleges of Pharmacy.
Develops, implements, and documents a preceptor development plan to assist preceptors in developing skills in teaching and mentoring; ensuring that all mandatory ASHP Residency Accreditation requirements are met.
Coordinates annual training requirements for staff regarding current policies, procedures, environmental care issues as applicable. Monitors mandatory Talent Management System (TMS), and/or TMS training records and ensures compliance.
Provides written reports and/or correspondence of sufficient quality, accuracy, and completeness such that little or no editing is required before they can be used within the Service, forwarded to other services, or forwarded to health care system management.
Exercises fiscal management responsibility by assisting in the preparation of the overall pharmacy department budget.
Assists with the development of pharmacy policy and Medical Center Memorandum (MCM); assumes a leadership role in developing personnel management/training policies for the department in accordance with Human Resource Management (HRM) guidelines.
Develops and maintains current and accurate functional statements in accordance with HRM guidelines.
Participates in research, medication use evaluations, and quality management activities in Pharmacy Service as assigned.
Provides administrative leadership in planning, directing, and coordinating a comprehensive pharmacy program.
Work Schedule: Monday thru Friday, 8:00am to 4:30pm; including weekends, evenings & holidays

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS-13, Pharmacist
Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
Facility Program Manager. Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs.
Expert understanding of regulatory and quality standards for their program area.
Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
The full performance level of this vacancy is GS-13.
Physical Requirements: The work requires the regular and recurring use of a computer monitor and prolonged periods of sitting. However, based on the secondary duty assignments, the work may require regular and recurring physical exertion, involving standing for prolonged periods of time, lifting/carrying of pharmaceutical supplies weighing up to 40 pounds and bending/stooping.
