You will serve as a SENIOR ENGINEER in the WATERFRONT STRUCTURES DIVISION of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The ND-03 pay band encompasses positions equivalent to GS-12 through GS-14.

Duties

You will develop cost estimates and funding options to meet project or program objectives for a Navy waterfront structures inspection program. You will advise and guide others regarding the investigation process, rules or regulations for a waterfront structures specialized inspection program. You will furnish input concerning the findings of specialized waterfront inspections for quality assurance reports. You will develop financial program data to provide management with recommendations. You will perform surveillance of work performed to ensure conformance to quality management system principles.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE). Your license must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the SPF, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 to GS-11 or ND-2 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) 1) Coordinate resolution of multidisciplinary (civil, structural, mechanical) ocean engineering problems, such as issues involved in water tank design applications and structural condition assessments. 2) Coordinate execution of multiple and concurrent civil and ocean engineering projects such as determining requirements, facility data, and scopes of work; preparing detailed government cost estimates; and identifying inspection project priorities. 3) Report on project execution and progress, including technical, cost, and schedule, related to water tank assessment applications (or similar). 4) Present and address information to customers, sponsors, and leadership regarding material and structural degradation of water tank facilities (or similar). 5) Apply engineering design and assessment criteria and safety requirements required for ocean facility assessments, such as those for water tanks (e.g. EM 385-1-1, UFC 3-230-02, AWWA standards for water storage tanks, protective coatings for water storage tanks). 6)Assist with engineering inspections in support of ocean engineering projects, such as those for water tank facility applications. This may include working with activities to determine requirements, providing onsite quality assurance, and reporting on structural and material conditions, degradation, and recommended repairs.
