The Medical Administration Specialist is located within the VA Eastern Colorado Healthcare System in Aurora, CO and is responsible for representing both the Medical Center Director and the Chief Health Administrative Service on all administrative matters occurring when assigned to other than normal business hours. The incumbent is delegated full authority and responsibility to exercise the Medical Center Director's prerogative in medical administrative matters.
Duties
Duties include but are not limited to:
Delegated full authority of the Chief HAS for administrative activities occurring after normal business hours, weekends, and Federal Holidays during irregular tours.
Interprets VA rules and regulations relating to determining legal entitlement to benefits relating to hospital admission
Authorized as certifying officer for documents pertaining to the administration of laws concerning VA.
Ensures that appropriate legal, regulatory, and policy requirements are met.
Processes administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrival, homicides, code blue, cost recovery matters, and facility or community disasters, etc.
Provides orientation and situational technical advice to physicians regarding VA policies and procedures. Performs for administrative
Coordinates non-routine contacts received at the medical center after regular operating hours.
Oversees determination of applicants' eligibility; obtaining income and insurance information for appropriate non-service-connected applicants; counseling nonservice-connected veterans to determine ability to defray costs of medical care elsewhere.
Releases appropriate information to news media and public in accordance with VA regulations, VAMC policy, and Privacy Act and Freedom of Information Act requirements.
Administratively approves and coordinates tests and procedures which cannot be done at medical center. Locates available source and authorizes VA payment of services at community hospitals, or resolves in accordance with established sharing arrangements.
Coordinates patient referrals and transfers to and from the medical center including the necessary transportation arrangements.
Prepares daily Gains and Losses Sheet and other related statistical reports.
Coordinates lodging required for eligible Veterans or family through local procedure that may include a Fisher House or other like facility. It may also include contracted rooms at a local hotel. Ensure the appropriate obligation of funds and payment as required.
Conducts analytical studies on operational processes, issue topics, or related special projects as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Preferred experience: Familiarity with the VA Health Care System and operational processes within the Medical Center; Experience with services provided by the Health Administration Service

Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
interprets VA regulations, Directive & Policy related to VA health care and understands operation structure;
determines availability of VA resources to provide health care services;
provides technical guidance to meet procedural, legal, and administrative requirements;
arranges transport (ground ambulance, air ambulance, greyhound, Lyft, etc.);
prepares reports and communicates in writing and verbally OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position OR,
Combination: Applicants may also combine education and experience to qualify at this level.
Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
interprets VA regulations, Directive & Policy related to VA health care and understands operation structure;
determines availability of VA resources to provide health care services;
provides technical guidance to meet procedural, legal, and administrative requirements;
arranges transport (ground ambulance, air ambulance, greyhound, Lyft, etc.);
prepares reports and communicates in writing and verbally
checks patients into the ER for medical care, process travel vouchers, coordinates hospital admissions, and inter-facility transfers to both VAs and Non-VA Facilities;
processes death packets for deceased and coordinates release of remains with Veteran Families and Funeral Homes OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., that demonstrates the knowledge, skills, and abilities necessary to do the work of this position OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements.

Physical Requirements: The work requires much walking through the medical center with occasionally the requirement to lift objects such as suitcases, clothing, or medical charts.
