The incumbent will be assigned to Pharmacy, located in the main hospital. The core functions related to ADPAC and Informatics are to plan, coordinate, and manage all aspects of Pharmacy Service's information management systems and automation technology. The core functions of the Research Program Coordinator are planning, coordinating, and managing all aspects of the Pharmacy Investigational Drug Service, and may serve as a voting member of the IRB and R&D committees.

Duties

Duties include, but are not limited to: Coordinates the use of VISTA, CPRS, pharmacy software, equipment and systems and other systems for the provision of quality clinical care and to support the clinical decision-making process. Works occasionally or may orientate and shadow other pharmacists in the inpatient and outpatient areas needed to gain a better understanding of how the automated software and equipment impacts the overall pharmacy process and end-user. Works in the controlled substance vault by performing inventory and drug accountability duties. Assists Pharmacy and Therapeutics committee with medication use evaluations and other safety initiatives. Works with providers to ensure compliance with national, VISN, and local initiatives. Accurately processes, prepares, dispenses and documents processes as related to the Pharmacy Drug Research Program. Prepares and presents educational material (e.g., handouts, outlines, flow sheets, lectures) to physicians, pharmacy service employees, nurses, and other allied health professionals and assists with medical center-wide instruction on the VISTA package. Assists with training of new providers (staff and residents) in CPRS applications which pertain to medication processes. Coordinates efforts with the Facility Program Manager (Economics and Education) in relation to staff development topics or in-services regarding system, policy or process updates related to the medication process. Serves as training coordinator for Pharmacy Service and, when assigned, trains and orients new pharmacists and supportive personnel in the following areas: Use of VISTA, CPRS, mailman, ADP security, Lync, Outlook, My Health-E Vet, etc.; Use of the TMS program; Use of Pharmacy Automation Systems; and Consolidated Mail Out Pharmacy (CMOP). Participates in meetings, conferences, and programs that provide exposure and insight into hospital training programs, which affect Pharmacy Service staff. Serves as an authoritative information source on investigational drugs and their utilization in therapy. Serves as a consultant on regulatory matters to all investigators and ensures compliance with appropriate regulatory bodies. Coordinates patient care and addresses procedural concerns when patients are admitted to the Medical Center and are currently enrolled, or previously have been previously enrolled in investigational studies. Develops dispensing procedures for all active studies in a uniform format containing concise protocol summaries, dispensing instructions, lists of authorized prescribers, dispensing records, and other pertinent information. Assures information security over all Pharmacy areas and immediately reports inconsistencies to Pharmacy Management. Coordinates all activities and functions of the Pharmacy computer and information system to ensure the availability of these programs for the timely and correct distribution of medication and pharmacy services in all areas of the medical center and outpatient clinics. Manages the pharmacy information systems related to inpatient, outpatient, and clinics in coordination with Pharmacy Management and VISN 23 sites, when applicable (integrated shared databases). Responds to external proficiency testing programs. Prepares reports and responds to requests for information from hospital staff and regulatory agencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2023. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy). Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Facility Program Manager, GS-13 Requirements: Experience: In addition to the GS-12 requirements, which are 1) one year of experience equivalent to the next lower (GS-11) grade level, or 2) Completion of an ACPE-accredited Pharm.D. program, you must have one year of experience equivalent to the next lower (GS-12) grade level. Equivalent experience includes: handling routine medication-related activities in accordance with local, Veterans Integrated Service Network (VISN), and national policies and regulations. These include, but are not limited to: reviewing, interpreting, and verifying medication orders for appropriateness; processing and filling medication orders; interacting with and making recommendations to other clinical staff regarding medication therapy ordered to ensure safe and effective care; reviewing the patient's medications, allergies, labs, and other pertinent information from the medical record to identify and solve medication-related problems; contacting providers as appropriate; documenting recommendations and interventions; providing refill extensions and partial medication supplies; taking health and medication histories; performing medication reconciliation; providing drug information; assisting in formulary management including therapeutic substitutions, nonformulary reviews and medication usage evaluations; documenting and assessing adverse drug events (ADEs); assisting in medical emergencies; providing oversight of technical staff in all aspects of medication distribution. AND Knowledge, Skills, and Abilities: Pharmacists assigned to this position must demonstrate the following KSAs: Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards for their program area. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. Preferred Experience: Candidates should have recent experience in a current or previous job (including residency training) that includes Informatics training and perform functions in research.
