The Pharmacy Program Manager will be responsible for Pharmacy Informatics and Pharmacy Research and will be assigned to Pharmacy, located in the main hospital. The employee will plan, coordinate, and supervise all aspects of pharmacy informatics and pharmacy involvement in VA research.

Duties

Duties include, but are not limited to: Serves as supervisor of Informatics and Research. Coordinates, monitors, and evaluates the activities of the Informatics Pharmacists and Research. This includes establishing programmatic goals assigning responsibility to the staff for achievement of those goals. Functions as the Research Program Coordinator by planning, coordinating, and managing all aspects of the Pharmacy Investigational Drug Service. Provides supervisory functions which include interviewing prospective employee candidates, recommending appointments, advancements, or promotions or disciplinary actions as warranted. Coordinates and assists with orientation of new hires. Maintains up-to-date Functional Statements and Performance Plans for employees which incumbent supervises. Co-manages Pharmacy Service's clinical pertinence review program by developing and providing oversight to Ongoing Professional Practice Evaluations (OPPE) for all pharmacists with a SOP. Based on results of OPPE, takes appropriate corrective action, when needed. Coordinates the use of VISTA, CPRS, pharmacy software, equipment and systems and other systems for the provision of quality clinical care and to support the clinical decision-making process. Supervises the accurate processing, preparation, dispensing and documentation processes as related to the Pharmacy Drug Research Program. Prepares and presents educational material (e.g., handouts, outlines, flow sheets, lectures) to physicians, pharmacy service employees, nurses, and other allied health professionals and assists with medical center-wide instruction on the VISTA package. Coordinates efforts with the Facility Program Manager (Economics and Education) in relation to staff development topics or in-services regarding system, policy or process updates related to the medication process. Serves as an authoritative information source on investigational drugs and their utilization in therapy. Serves as a consultant on regulatory matters to all investigators. Ensures compliance with appropriate regulatory bodies (i.e. Institutional Review Board, Research and Development, AAHRPP, VHA Directives and Handbooks). Serve as the principle contact person with VA Central Office, VA Cooperative Studies Program, National Institute of Health, University of Iowa College of Medicine, and other sponsors or sponsoring agencies regarding ongoing research projects in this Medical Center. Coordinates all activities and functions of the Pharmacy computer and information system to ensure the availability of these programs for the timely and correct distribution of medication and pharmacy services in all areas of the medical center and outpatient clinics. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy). Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Facility Program Manager, GS-13 Requirements: Experience: In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level, GS-12. These requirements include: Knowledge of professional pharmacy practice. Ability to communicate orally and in writing to both patients and health care staff. Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security. Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. AND Knowledge, Skills, and Abilities: Pharmacists assigned to this position must demonstrate the following KSAs: Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards for their program area. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. Preferred Experience: Must demonstrate ability to communicate orally and in writing. Expert understanding of regulatory and quality standards. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
