This position is located in the Bureau of Global Affairs, Deputy Assistant Secretary for Media Strategy, Office of Press Operations, USAID Spokesperson Unit (GPA/GM/PRS/A). The Bureau of Global Public Affairs carries the Secretary's mandate to articulate the foreign policy of the United States and to communicate with and engage U.S. and global audiences.
Duties
Provide direction, leadership, and oversight to the staff and programs of the office. Supervise a team of highly skilled Public Affairs Specialist and Press Officers.
Exercises the full range of administrative/management authorities and responsibilities associated with the supervision of the employees assigned to the unit.
Plans work to be accomplished, sets and adjusts short-term priorities and prepares schedules for completion of work assigns work bases on priorities.
Manages the development and implementation of policies and procedures for effective accomplishment of all office assignments and activities.
Works closely with the Spokesperson playing a key role in developing, implementing, and deploying public affairs media strategies and messaging.
Requirements
- Incumbent will be subject to random drug testing.
- U.S. Citizenship is required.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
-Experience evaluating program effectiveness and analyzing and resolving problems related to office activities.
-Experience overseeing project and programs, substantial budgets, program goals, and implementation plans to meet Department or Bureau long and short goals.
-Experience leading a team that produce Department policy materials for distribution to U.S. and foreign policy audiences.
There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
