About the Position: This position supports the Department of Pathology Lab Support, Logistics at Walter Reed National Military Medical Center, Bethesda, MD.

Duties

Coordinate all purchase requests and receiving reports as the primary logistics point of contact for one or more assigned functions within the Department. Utilize a government purchase card to place orders for medical supplies, services and equipment. This member may be a Contracting Government Purchase Card holder ($25,000 per order) and will assist in supporting the BPAs with contract GPCs to reduce workload on the department, RM, and contracting offices. Serve as subject matter expert for logistics matters within the department. Participates in monthly department-wide logistics meetings, presents slides and provides trainings as needed. Research vendors, initiate contracts, and negotiate prices. Work independently or in collaboration with department logistics representatives to conduct market research on medical supplies and equipment. Use office automation and Microsoft Office suite software to develop spreadsheets and databases to maintain contract procurement and budget expenditure documentation. May assist with maintaining dashboard tracking of historical spending in Defense Medical Logistics Standard Support (DMLSS) for analyzing over/under spending in accordance with the Budget Tracker, Spend Plan and Burn Rate. Analyze inventories in relation to projected needs and give guidance to item managers on backup stock required. Exhibit excellent customer service skills and communicate effectively, respectfully and tactfully with vendors, laboratory staff, hospital staff and leadership and peers. May assist with the transport of supplies and equipment.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • This position requires the incumbent to have tuberculosis testing.
  • Moderate to heavy lifting up to 50 pounds is required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • Position is designated as Inclement Weather Essential. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.

Specialized Experience: One year of specialized experience which includes placing and tracking orders for supplies and equipment made via government purchase card (GPC), Defense Medical Logistics Standard Support (DMLSS), and contracts; assisting customers with conducting market research to identify sources of supply; receiving, inventorying, distributing, and maintaining supplies; and utilizing computer systems such as General Fund Enterprise Business System (GFEBS), Microsoft Office (Word, Excel, SharePoint, Outlook) and DMLSS to monitor, update, and retrieve supply and expenditure data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Logistics, and Supply Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: AccountabilityInventory ManagementOral CommunicationPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
