This position is in the Primary Care Service Line located at the Columbia VA Health Care System, Columbia, SC.
This position is covered by the AFGE bargaining unit. Per the Master Agreement, the Area of Consideration will be:
1st AOC: Current permanent Facility (including satellites) employees
2nd AOC: Current permanent VA employees
3rd AOC: All other Status candidates
Duties
Major Duties:
Serves as the primary customer service liaison for the Primary Care Service line and performs administrative, clerical and technical support.
PATS-R distribution, tracking and timely resolution.
Assists Veterans, their families, and representatives, and facility staff members in recognizing and removing institutional barriers to the provision of optimal healthcare to Veterans.
Identifies existing and potential problem areas, suggest solutions or alternatives to existing procedures which contributes to problems.
Acts to resolve problems, expedite services, or implement necessary corrective measures within established facility policies and where appropriate, through committee participation.
Receives and listens to complaints and grievances from Veterans or from individuals on behalf of Veterans.
Extracts and assembles information, conducts analysis and develops reports or presentations.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing administrative, clerical and technical support to an office or department. Assisting in the hiring process by tracking recruitments, candidates and job offers. Utilizing continuous process improvement to identify problems and solutions with policies and procedures. Advocating for customers complaints and grievances resolving by problems and concerns. Utilizing office automation software. Preparing and presenting findings/recommendations to all levels of leadership. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent degree or 2 full years of progressively higher level education leading to such a degree or LL.B or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-9. Example. The position to be filled is a Management Analyst, GS-343-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.)

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Typically, the incumbent sits comfortably to do most of their work, as well as, walk around for the purpose of observation. However, there may be some standing, bending, carrying of items (papers, books, materials), and driving an automobile. No special physical demands are required to perform the work besides a valid driver's license.
