This position is located within the Office of Human Capital Management and Training (HCT) of the National Transportation Safety Board (NTSB). HCT provides oversight, guidance, and support in setting the NTSB's workforce development strategy and aligns human resources policies with the agency's mission.

Duties

The incumbent will serve as the Deputy Director for the Office of Human Capital Management and Training (HCT) and is dual hatted as the Deputy Chief Human Capital Officer (CHCO) for National Transportation Safety Board (NTSB). This position provides office-wide leadership and continuity in the absence of the Director and oversees the implementation and execution of the human capital operations in accordance with all federal rules, laws and regulations governing human capital. The human capital operations include human capital planning and development, hiring and succession planning, labor and employee relations, compensation, benefits, executive resources, training and leadership development, and other human resources functions, when needed. Highlights of the duties and responsibilities of this position are: Exercises full managerial responsibility for a multidisciplinary team of subordinate supervisors and staff in the Human Resources and the Career Development and Training Divisions. Connects human resources policies and programs to mission and service outcomes. Interacts with customers in a way that demonstrates customer concerns and problems are heard and acted upon in a timely manner. Analyzes metrics across the organization to assess efficiency, effectiveness, and compliance with regulatory procedures. Collects, analyzes, and prepares expert recommendations for cases involving large quantities of disputed data that overlap functional areas. Develops and implements complex evaluation programs to assess the effectiveness of HCT, NTSB, and federal human resources programs and policies. Develops and maintains strategic partnerships across the federal government, sharing resources and best practices, and staying abreast of human resources developments to ensure compliance with established policies and standards.

Qualifications

To qualify for this position, you must meet the following Specialized Experience: GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal Service (obtained in the private or public sectors) performing at least (2) of the (3) following activities: Leading a multidisciplinary human capital program in a dynamic and fast-paced environment. Applying and interpreting federal human resources laws, rules, and regulations in overseeing human capital programs. Reviewing, developing, and/or implementing policies, procedures, and programs on human resources issues that have broad-reaching effects across an organization.
