The primary purpose of this position is to serve as an instructional systems specialist/program manager for the Instructional Technology Unit. The program manager (PM) will be responsible for managing team projects including creating plans to analyze, design, develop, implement, evaluate, and sustain those projects as needed.
Duties
Coordinate overall projects requirements, maintains cost benefits analysis and return on investment data, develops standards and instructional strategies for eLearning or interactive courseware (ICW) lessons, and ensures continuity across course design and delivery.
Prepare and maintain cost benefit analysis for each project and calculates return on investments for all ICW projects.
Assess the feasibility of using educational technology and other advanced methodologies (i.e., interactive courseware, distance learning, eLearning, virtual reality, video teletraining, etc.,) for instructional courses, programs or projects.
Design and develop instructional programs based on educational technology and complex technological applications.
Develop or revise the content, organization, style, format, emphasis, and treatment of instructional materials to meet established design standards.

- Familiarity with interactive multimedia instruction (IMI) development software and tools such as Captivate, Photoshop, Illustrator, Animate, Premiere Pro, Unity Pro, HTML5, is desirable
- Familiarity with IMI development hardware such as Oculus, HoloLens, Wacom tablet, GoPro and drone cameral systems is desirable

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Individual Occupational Requirements for 1750 series & Group Standard for Professional & Scientific Positions
BASIC QUALIFICATION REQUIREMENTS:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (a) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material; or (b) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness; or (c) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments; or (d) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training; or (e) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: One year of specialized experience equivalent to the GS-11 level which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of Instructional Systems Specialist. Specialized experience is experience which may have been gained while assisting in managing instructional technology team projects while creating plans to analyze, design, develop, implement, evaluate, and sustain those projects as needed.

Knowledge of tests and measurement principles, techniques, and objectives.

Ability to establish program objectives and to assess progress toward their achievement.
Knowledge of Agile principles and management concepts.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
