Duties

Summary: The primary purpose of this position is to serve in a key staff professional position as the top education and senior adviser to the commanding officer and staff of a United States Air Force (USAF) technical service school. Provides leadership, advice, expertise, and guidance throughout their organization in the areas of instructional systems design, development, sustainment, training operations and management, organization and staffing, and student programming and administration in support of Department of Defense (DoD) military training programs. Influences and participates in the formulation and determination of agency policies. Duties: Serves as the lead education advisor and senior management civilian for the commanding officer and staff of a major technical service school. Provides advice in formulating the broad educational and training policies for four technical training service groups and directs or leads broad studies that affect command and USAF missions. Represents the technical service school with a variety of installation and functional area organizations.

Qualifications

This is a Term position NTE 48 months; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 3 calendar days may be required prior to appointment to this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants have a degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: 1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Note: you MUST submit a copy of your transcript(s). AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: 1) expert professional knowledge of learning theory, psychology of learning, and education psychology including application of learning theories as it relates to systematic design, development, and validation of instructional programs to provide leadership, advice, and guidance throughout the technical service school; 2) advanced knowledge of industry-standard instructional design practices which includes application of principles and techniques used to design training programs, develop design strategy and models, and apply design methods to develop or improve instructional effectiveness, anticipate changes and new developments in technology and relevant educational fields, develop appropriate advance plans, and develop and introduce new or revised program objectives, systems, and concepts; 3) advanced knowledge of professional instructional systems design principles, techniques, practices, and procedures as they pertain to sustainment, modification, logistics, and training system production management principles, concepts, and policies; and of standard acquisition regulations, practices, and procedures to develop proposals and advise the technical service school's commanding officer and staff; 4) knowledge of service testing and evaluation sufficient to apply experimental theories and new applications to issues, and provide technical advice and direction in support of training systems and associated support equipment; 5) professional knowledge of the techniques for evaluating the effectiveness of instructional programs to design evaluation means to measure the effectiveness of program concepts and techniques and determine if revisions are needed; 6) professional instructional systems knowledge of performance, goal, task, and cognitive analyses to oversee and mentor the work of lower-graded specialists; 7) extensive knowledge of military command structure, missions, programs, and organizational relationships; program goals and objectives; the sequence and timing of key operational events and milestones; and methods of evaluating the effectiveness of planning actions as related to actual events; 8) knowledge of the policy, procedures, and guidelines used to affiliate the educational institution with the Southern Association of Colleges and Schools and maintain accreditation through the Community College of the Air Force. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of professional human learning theory and performance improvement concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced education theories, principles, and concepts to project design, development, execution, and advisory services. 2. Knowledge of service testing and evaluation sufficient to apply experimental theories and new applications to issues and provide technical advice and direction in support of training systems and associated support equipment. 3. Knowledge of professional instructional systems design principles, techniques, practices, and procedures as they pertain to sustainment, modification, logistics, and training system production management principles, concepts, and policies and of standard acquisition regulations, practices, and procedures. 4. Skill to devise professional evaluation criteria, parameters, characteristics, and interrelationships for design approaches, and to assess the impact of new technology on current training systems and processes and measure the effectiveness of program techniques. 5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
