Duties
The Cybersecurity and Infrastructure Security Agency (CISA) is the Nation's risk advisor, working with partners to defend against today's threats and collaborating with industry to build more secure and resilient infrastructure for the future.

Within CISA, The Office of the Chief Security Officer (OCSO), Personnel Security Division (PSD) provides for a safe and secure work environment and promotes organizational excellence, integrity, and accountability to stakeholders.
In this position, you will serve as a Personnel Security Specialist; typical work assignments include:
Executes and validates security clearances for CISA personnel assigned to and authorized access to classified and unclassified sensitive and non-sensitive CISA information.
Performs a preliminary investigation by reviewing security questionnaires for completeness and accuracy, reviews and compare security forms for consistency with the reports of investigation (ROI).
Makes initial determination as to scope of investigation required, considering such factors as sensitivity level of the position, background information on individual, and criteria for the required level of security clearance.
Identify derogatory information contained in ROI's and security forms, conducts pre-employment checks, and personnel security interviews.
Ensures coordination with appropriate agency to initiate flagging actions on personnel files of individuals upon whom derogatory information has been received.
Maintains and ensures agency-wide personnel security accuracy and consistency in interpreting and applying personnel security standards.
Reviews investigative records and any other available applicable records to determine if persons employed, or to be employed meet security and suitability standards.
Provides authoritative interpretation and guidance on laws, regulations, policies, and procedures concerning all phases of personnel security.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required education and/or experience for the respective grade level in which you are applying.
You qualify for the GS-09 grade level, if you have:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Interprets and applies personnel security policies and procedures.
Detailed experience using various security database systems.
Coordinating with other security agencies and or organizations to obtain completed investigations.
Providing authoritative information and assistance to officials by advising on customer service and personnel security policies and related matters.
Monitoring an organizations personnel security inbox and providing timely responses to requestors performing suitability/security document reviews and quality control checks.
Initiating and releasing background investigations via e-QIP.
You qualify for the GS-11 grade level, if you have:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Independently reviews complex background investigations and interprets and applies suitability factors and security adjudicative guidelines, regarding pre-employment vetting, suitability and fitness for employment and National Security Information (NSI), and Sensitive Compartmentalized Information (SCI) determination.
Detailed experience using various security database systems.
Coordinating with other security agencies and or organizations to obtain completed investigations; Analyzing and evaluating program operations to determine efficiency and effectiveness.
Conducting suitability/security package reviews and quality control checks.
Initiating and releasing background investigation via e-QIP.
Making recommendations regarding the suitability, fitness, or eligibility of an individual to work for on or behalf of an organization.
Processing clearance briefing request.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Interagency/Career Transition Assistance Program (I/CTAP) Eligibles: If you have never worked for the federal government, you are not I/CTAP eligible. Education
GS-09 grade level.
A. Master's or equivalent graduate degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position and be obtained from an accredited college or university.
B. Two (2) full years of progressively higher-level graduate education leading to a master's degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.B. (Bachelor of Laws) or J.D. (Juris Doctor) degree, if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the first year (total graduate education minus 18 semester hours or 27 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.
GS-11 grade level.
A. Ph.D. or equivalent doctoral degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position and be obtained from an accredited college or university.
B. Three (3) full years of progressively higher-level graduate education leading to such a degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.M. (Master of Laws) degree, if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the second year (total graduate education minus 36 semester hours or 54 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.

U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
Foreign Education: Education completed in foreign colleges or universities may be used to meet the qualification requirements. You must show the education credentials have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials and such education has been deemed equivalent to that gained in an accredited U.S. education program.
