Duties
This Assistant Federal Security Director - Compliance position is located at Miami International Airport (MIA), Transportation Security Administration, Department of Homeland Security (DHS). If selected, you will be responsible for supporting the Federal Security Director (FSD) by providing day to day direction for airport security and operations at airports with multiple checkpoints and a workforce ranging up to 125 employees. Work is performed in a setting of medium to large multi-modal transportation areas of responsibility with complex program oversight and broad span of control. Impact of work typically affects TSA policies and objectives and regularly affects personnel inside and outside the organization. Assignments involve serving as a second level supervisor at a medium to large multi-modal transportation areas of responsibility with broad and complex security oversight duties. As such, incumbent performs the following duties:
Identifies and responds to security incidents, threats, violations or potential violations. Responds to transportation security incidents and other incidents as defined by the National Incident Management Systems or as directed by the Federal Security Director (FSD) or appropriate authority. Responds expeditiously on foot or in appropriately marked/designated vehicles for incident response to provide command and control presence and technical expertise.
Prepares, plans, coordinates, and manages an inspection program for compliance by regulated parties, tenants and business interests with transportation security policies and requirements.
Oversees and or/conducts assessments and investigations of transportation modes to determine security posture; to monitor compliance with applicable transportation security policies, regulations, and agreements. Provides technical guidance to transportation stakeholders on the development and/or modification of security plans to ensure compliance with regulatory requirements.
Determines when enforcement action should be initiated and recommends the type of action and level of penalty. Reviews and analyzes assessment reports and testing results with special attention given to identifying trends which appear to have potential for developing a security problem.
Gathers, receives and disseminates transportation security intelligence. Cooperates/participates in the Joint Terrorism Task Force and/or other federal, state or local government/law enforcement or industry consortia addressing transportation security as required by agency policy or at FSD direction.
Confers with the Federal Security Director (FSD), headquarters and/or project staff personnel to outline work plans, provide technical advice, resolve problems, review status reports and modify schedules to accomplish duties. Advises/informs FSD on managerial or personnel disciplinary issues. Directs the work of supervisors, program managers and other subordinate employees. Hires, disciplines and mentors subordinates.
Exercises discretion and sound judgment in dealing with human resources matters or issues.
Maintains the minimum standards required of Transportation Security Inspectors under his or her supervision, including experience in at least one primary and one secondary mode of specialty as required by HQs policy and training plans.
Supervisory/Managerial duties includes serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Qualifying specialized experience for this position is experience that reflects your particular knowledge, skills, abilities, and competencies to successfully perform the duties of this position which involves supporting the Federal Security Director (FSD) in mitigating threats against aviation and other modes of transportation. Your experience must demonstrate you have the ability to perform the critical competencies necessary to supervise a staff that provides the security screening operations, airport security risk assessments, crisis management, technology implementation, and other related programs assigned by the FSD. Specialized experience required for this position include, but are not limited to:
Understanding, instructing, and applying the concepts, principles, and methods of transportation security programs and policies, including inspection, compliance and enforcement;
Identifying a range of security issues and potential regulatory violations in a complex environment; and
Providing leadership and direction in managing and overseeing a diverse workforce of professional and support staff performing inspection and regulatory compliance work.
Transportation Security Proficiency: Understands the range of security issues, threats and challenges facing TSA; the roles of other federal, state and local government agencies in addressing them; and the frameworks for effectively analyzing and addressing them.
Ability to conduct transportation compliance assessments, inspections, and investigations to ensure compliance and enforcement of established laws and regulations.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

You will receive credit for all qualifying experience, including volunteer experience.
