This position is assigned to Fleet and Family Readiness; Commander, Navy Region Southeast. The FFSC is the Navy's primary agency for the delivery of an array of human services programs intended to enhance the stability and self-sufficiency of individuals and families. The primary purpose of the position is to support the Exceptional Family Member Program (EFMP) and to provide leadership, guidance, consultation, assistance, and coordination for all special education aspects of the EFMP.
Requirements
- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
- Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.
- You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
- May be required to pass pre-employment examinations.
- Must provide proof of U.S. Citizenship or U.S. National.
- A valid State driver's license is required to operate motor vehicles.
- Must have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Occasional travel up to approximately 10% may be required. Travel may include local or long-distance travel.
- Incumbent may be required to travel for up to two weeks for the purpose of attending or providing trainings.
- As a position of trust and ITII position, employment is conditional on the successful favorable completion of a Tier 3 Personnel Security Investigation (PSI) to maintain eligibility at the SECRET level.
Qualifications

One year of specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.
Specialized experience must demonstrate the following:
Minimum of one year of professional experience working with special needs families or in special education.
Knowledge and understanding of requirements and operations of DoD and Department of the Navy EFMP.
Knowledge of the Individuals with Disabilities Education Act and other disability civil rights laws, including the Americans with Disabilities Act and Section 504 of the Rehabilitation Act.
Knowledge of the military lifestyle that furnished the employee with an understanding of the specific demands of military lifestyles, such as frequent separations, and high stress working environments that have an extensive impact on individuals and their families.
Knowledge of military community support programs.
Knowledge of Federal and agency regulations, the specific organization's programs and missions, pertinent laws, regulations, and policies related to program/operations area in order to consider their impact on programs.
Knowledge of qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned programs.
Skill in applying analytical and evaluative methods and techniques in the development of new procedures and approaches to identify and resolve significant issues and problems of a unique nature.
Ability to effectively communicate both orally and in writing with all levels of management, staff, and military personnel and their families.
Ability to work with military families.
Ability to perform various liaison functions and training, coordinate priorities, and work with staff at all levels.
Ability to adapt to changing work conditions, frequent interruptions, and pressures of short deadlines.
Ability to perform concurrent tasks, set priorities, coordinate completion within required deadlines and formulate plans of action and milestones for task accomplishment.
Ability to analyze issues that identify best courses of action, determines potential organizational impacts, and maintains awareness of barriers impeding mission accomplishment; and recommends corrective actions.
Ability to develop, implement, and deliver training in both in-person and virtual environments.
Ability to work independently and as a team to resolve issues faced by EFMP families within assigned areas.
