The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 802nd Force Support Squadron, Military Personnel Flight, Military Personnel Section, Career Development Element.

Duties

Plans, organizes, and directs the activities of the Enlisted and Officer Promotion Section, ensuring that the Officer and Enlisted Promotions program complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents 802 Force Support Squadron with a variety of installation and functional area organizations. Manages reviews/performs the full range of tasks for promotion, or similar actions and can performs a complete review of records to determine eligibility for actions to includes the Senior Airman Below the Zone (BTZ) Promotion Board for Join Base San Antonio. Uses a variety of office automation hardware, software, and peripherals to perform and review/approve miscellaneous administrative duties, special actions and other clerical support work conducted by subordinates in all areas of military personnel.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, 203 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes establishing policies and procedures for accomplishment of the unit's personnel functions with the organization; assessing and revising policies and procedures to find ways to improve quality, timeliness and efficiency of work; identifying requirements and initiating requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives; explaining performance expectations, providing feedback on strengths and weakness; and meeting with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures and resolve problems that may arise. OR EDUCATION: One full year of graduate level education or superior academic achievement, in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of fundamental HRM laws, principles, systems, policies, methods, and practices; as well as interviewing, analytical, and research techniques sufficient to conduct fact-finding and recommend solutions to moderately difficult and complex, but well precedented and/or recurring issues and problems. Knowledge of safety and security regulations, practices, and procedures. Knowledge of military organizational structure, protocol, and similar matters. Knowledge of the military personnel automated system and of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. Skill in entering and retrieving personnel action data and correcting data errors in data systems. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, orally and in writing with significant ability to deal effectively and tactfully with civilian/military personnel of all ranks and at all command levels. Ability to interpret and apply moderately complex directives pertaining to the area of responsibility PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
