Duties

Follows policies and processes for recruitment and selection throughout the Branch. Establishes and maintains productive, cooperative relationships with a variety of State and local government officials and Federal agencies. Shares responsibility to develop and maintain a program of conservation, protection and management of public lands, natural and cultural resources, and maintains a multiple-use concept to produce sustained yield products and services. Hears or resolves complaints from employees; referring group grievances and more serious unresolved complaints to a higher level; and effects minor disciplinary measures. Maintains budget needs and makes recommendations for the program in order to ensure program accomplishments are within budget allocations. Responsible for the technical and administrative supervision of professional, technical, clerical, and administrative positions to carry out the mission of the organization. Supervises and provides technical direction to a multidisciplinary professional staff performing archaeology, outdoor recreation, and maintenance work, including the management of Jarvie Historical Ranch. Responsible for developing annual performance plans for subordinates that correlate with BLM mission and office priorities. Reviews or assigns the environmental analysis for the cultural resources, tribal consultation, forestry, and recreation-related resources sections of National Environmental Policy Act (NEPA) documentation. Plans work to be accomplished by subordinates; makes assignments based on capability and expertise; evaluates the work performance of subordinates.

Qualifications

To qualify at the GS-12 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-11 level equivalent in difficulty and complexity to perform the duties of a Branch Chief, Recreation and Heritage Resources. Qualifying specialized experience includes: managing/coordinating outdoor recreation programs or cultural and heritage programs; developing and managing an annual program budget; experience in supervision or as a team lead/mentor leading others to achieve assigned work, goals, and objectives; and reviewing and editing technical documents such as documents associated with the NEPA process and correspondence. Please note there are no educational substitutions at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is of a professional nature and requires both office and fieldwork. The incumbent must be capable of spending long days in an office and be capable of working in mountain/or semi-arid areas. Field work involves walking, bending and climbing on steep and rough terrain. Also, must be able to withstand exposure to high winds and extreme temperatures. There is frequent travel to field sites via four wheel drive vehicles and UTVs. Travel via fixed wing aircraft, helicopter, and boats may be required. Work Environment: When in the office, the position is physically located in close proximity to a number of other professional employees, and must tolerate an average amount of conversation, telephone and other similar office distractions and background noise. The incumbent will be in a personal office space with a door. The office is a modern office building and staff ae seated in an "open space" arrangement. Field conditions include the full range of topographic conditions, ranging from a high desert to a steep mountainous terrain. During the winter months temperatures of below zero degrees Fahrenheit can be expected, while during the summer temperatures in excess of +100 degrees Fahrenheit are not uncommon. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
