Duties

This position serves as a District Manager for the Green River District. Acts as the principal line officer for the Green River District providing direction, inspiration and decisions necessary to carry out multiple use management consistent with the Bureau policies. Oversees the function of the Vernal and Price Field Offices. Manages intense political, social and economic environment which significantly impact the national objectives of the Bureau of Land Management (BLM) and Department of the Interior (DOI). Coordinates district activities through a district leadership team for the management of multiple-use programs such as tribal issues, law enforcement, engineering and fire suppression. Makes final programming decisions and resolutions for both long-range and day-to-day planning and program conflicts within the District. Serves as an advisor to the State Director regarding execution of policies and programs across the Utah BLM and participates as an advisor in the policy-making process. Establishes working relationships and alliances with other BLM Districts, Congressional delegations, public land user groups, Tribes, and other Federal, State and local governments. Administers human, financial, material and information resources required for the successfulness of the District instilling public trust. Organizes priorities for the District overseeing the accomplishment of the workload to ensure such priorities are met.

Qualifications

To qualify at the GS-15 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-14 level equivalent in difficulty and complexity to perform the duties of a District Manager. Qualifying specialized experience includes: overseeing multiple offices, programs, departments and employees within a designated organization or region; participating in a leadership team to develop and enact policies, laws, directives and other guidelines; acting in a managerial position performing duties such as hiring well-qualified individuals, enforcing the compliance of Human Resources/Ethics/Equal Employment Opportunity guidelines, conducting performance reviews and assigning workloads; establishing relationships, alliances and partnerships with Tribal leaders, Congressional delegations, multiple interest groups, stakeholders, the general public or State, Federal and local governments; and managing a budgetary process to ensure the efficient and effective function of a program. Please note there are no educational substitutions at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Normally works in an office setting, with occasionally strenuous duty and normal field duty associated with resources work. Work may be conducted under widely adverse conditions such as severe winter temperatures and summers that are extremely hot and dry. May be required to walk into roadless areas or otherwise negotiate areas inaccessible to vehicular travel. Other methods of travel may include all-terrain vehicles, aircraft, or horseback. Work Environment: Most work is performed in the office in close proximity to fellow workers. Fieldwork may include walking or driving motor vehicles over rough terrain in remote areas. Abnormal stress situations may also occur involving completion of work to meet short deadlines.
