This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD
About the Position: Serve as a technical professional regarding explosives safety implementation of a comprehensive explosives safety program for all activities within the U.S. Army Joint Munitions Command (JMC)
Selection may be made at any grade level
Duties
Provides continuous monitoring of the program to determine compliance with established policies and regulations
Prepares and effects all necessary coordination of draft regulations and staff memoranda to be implemented across the area of operations
Performs safety review of highly complex concept designs, explosives, demilitarization, and Munitions of Explosive Concern (MEC) safety site plans, final safety submissions, final design submittals, and hazard analyses
Evaluates the technical aspects of the overall explosives safety program for JMC
Evaluates the seriousness of problems encountered in explosive safety and health matters, determines the necessity for waivers and/or exemptions and develops the same as appropriate
Reviews new construction site plans assessing the potential hazards to Exposed Non-Explosive and locations that have the hazards associated with AE operational facilities
Verifies the safe distance separations of AE operations in accordance with Department of Defense Explosive Safety Standards
Reviews and analyzes accident and incident reports, standing operating procedures, organizational and program documents, and all other information and regulations available to detect problem areas
Requirements
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of 35% of the time.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
- Incumbent is required to attend specific ammunition and related classes
- Position is covered by the Alcohol and Drug Abuse Prevention and Control Program
- Incumbent is subject to a medical clearance examination prior to employment. This position may require an annual physical or medical surveillance examination.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-11:
To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes:
1) Applying explosive safety practices or procedures in accordance with safety laws or regulations;
2) Analyzing safety programs for compliance to reduce hazards to personnel or facilities; AND
3) Reviewing safety inspection report responses for safety compliance.
This definition of specialized experience is typical work performed at the next lower grade level in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Occupational Safety, Environmental Management, and Safety Management. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
GS-12:
To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled including;
1) Evaluates the technical aspects of the overall explosives safety program for compliance with safety standards;
2) Prepares explosive safety site plans and safety submissions for higher review/approval; AND
3) Performs inspections or surveys to determine compliance with safety requirements.
This definition of specialized experience is typical work performed at the next lower grade level in the federal service (GS-11).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
