The incumbent is assigned as the Supervisor for Enrollment, Eligibility, Registration, Decedent Affairs, and Lodging within the Business Office at the Overton Brooks VA Medical Center (OBVAMC) in Texarkana CBOC and serves as the Enrollment Coordinator for the OBVAMC. The primary responsibility encompasses three key functions: facilitating all administrative aspects of the enrollment process; health benefits eligibility determinations, and related aspects of health benefits administration.

Duties

Duties include: Provides responsibility for the Enrollment Program to include all administrative processes, health benefits eligibility determinations and all aspects of the health benefits package. Serves as the New Enrollee Appointment Request (NEAR) Liaison, managing the NEAR List and NEAR processes. Assists in orientating and advising physicians, residents and interns on VA regulations, policies and procedures as well as determination of legal next-of-kin. Coordinates the implementation of all enrollment software changes to Veterans Health Information Systems Technology Architecture (VistA) with the local Information Resource Management Staff and the Business Office Program Integrator (BOPI). Analyzes benefit utilization and implements the extensive body of VA and DoD regulations, rules, policies, procedures and practices associated with inpatient/outpatient activities, as well as veteran/ patient entitlement and benefits programs. Requires thorough knowledge of the laws and guidelines to act as the station's final determination on the Veterans' eligibility for care. Prepares reports and replies for the Business Office Manager and executive leadership in response to internal or external requests for program information and data such as statistical data to the National Enrollment Program, VISN and/or National reports. COMPETENCY ID: 226 Prepares verbal and written responses to inquiries and complaints of veterans and congressional staff regarding health care benefits and eligibility for the purpose of solving problems, explaining procedures, and recommending various courses of action (if necessary). Reviews, monitors and maintains assigned registry programs system independently identifying discrepancies and providing quality assurance of registry worksheets prior to submission to the Environmental Agents Service (EAS) database located at the Austin, TX Corporate Franchise Data (CFD) Center. Performs analytical and evaluative work in support of the Environmental Health Program and other VA facility and national program initiatives. Provide training and education to other medical center personnel in all matters under the preview of their position, i.e., eligibility and entitlement, etc Manages employees who provide the orientation of the veteran's beneficiaries to benefits available; answers questions, provides information, gives guidance, initiates action as appropriate, and obtains all required signatures. Develops, administers and maintains training materials on all aspects of Eligibility. Training of current multi-disciplinary staff in all patient areas on the process of administering means test; conduct ongoing formal training for frontline staff in all facets. Work Schedule: Monday through Friday; 8:00am-4:30pm; subject to change based on the needs of the facility. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Manage personnel such as assigning workload, conducting performance evaluations, identifying training needs and/or involved in employee selection process. Assists leadership by advising, making recommendations, developing policy, guidance, or procedures. Conducts quality assurance/process improvement evaluations. Process data management. Effectively communicate with leadership and team members. OR, Substitute Experience for Education: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (transcripts required). OR, Combination of Specialized Experience and Education: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)(transcript required). Physical Requirements: The work is primarily sedentary. Some periodic walking, sitting, lifting and carrying of light items such as instructional materials, books and manuals are required.
