The primary purpose of this position is to provide support and leadership respectively to healthcare management officials by analyzing, evaluating, advising on, and/or coordinating healthcare delivery systems and providing direct supervision and management of the Clinical Resource Hub (CRH) Administration/Personnel Section.

Duties

Duties include but not limited to: Administrative Management for the Clinical Resource Hub: Serves as a senior advisor to management and executive leadership on developing and implementing strategic plans to achieve the administrative program objectives. The incumbent uses qualitative and quantitative statistical data analysis techniques to analyze V20 CRH-related data and make recommendations to management including developing detailed plans to improve efficient administration/personnel practices, implementing plans and initiatives to achieve mission and policy objectives, assessing program accomplishment, and making necessary course corrections. They are responsible for all data related to personnel administration and ongoing monitoring for Pay-for-Performance, Focused and Ongoing Periodic Performance Evaluations (PPEs), Executive Career Field (ECF), and other data-documented personnel evaluations and appraisals. The incumbent maintains master data files to provide ad hoc data support as needed for individual needs, committees, Performance Improvement work, Service Line/VISN monitors, EPRP, and approved Research projects. Managing and Coordinating Performance Assessment and Improvement for Accreditation and Mandated Targets: The Incumbent tracks and monitors all Performance Assessment and Improvement activities against established targets. This includes but is not limited to performance for VISN and national new and ongoing goals, mandated projects, Joint Commission, External Peer Review Program (EPRP), and the Executive Career Field (ECF). The incumbent supports the design, implementation, and management of performance improvement and quality metrics. The incumbent collaborates with the budget analyst and communicates regarding various clinical, financial, and operational management levels concerning team goals and progress. they have a working understanding and use established performance improvement methodologies and frameworks to drive projects. The incumbent works in collaboration with key stakeholders to coach, mentor, and as needed provide team building support to the staff of various organizational levels concerning PI clinical and administrative activities. Managing Building and Administrative Functions: The incumbent prepares numerous documents, including memorandum, policies, responses to congressional inquiries, and responses to requests for information from the VISN or Headquarters. The incumbent represents the Clinical Resource Hub at various committees and meetings at the host facility and the VISN. The incumbent is responsible for arranging meetings, preparing the agenda, notifying individuals of responsibilities to be filled and actions needed, and keeping an accurate record of the proceedings. The incumbent makes recommendations and decisions and establishes priorities on administrative matters. The incumbent, on their initiative, in answer to inquiries, explains policies and procedures related to the operation of the service line. The incumbent organizes, coordinates, and maintains the operation of the CRH productively and efficiently. Overseeing the daily operations and maintenance of the CRH building. Supervisory: Oversees personnel issues for the service, explaining all rules and regulations to the staff, all administrative aspects of recruitment, monitoring the credentialing and privileging process for staff and trainees, maintaining the organizational chart, and all accurate and timely communication of all needed information between Service Line and Human Resources. They make recommendations for the best utilization of personnel resources. The incumbent also reviews and monitors the timely completion of all performance standards and appraisals for the CRH Service Lines, including ECFs, pay panels, PPEs, and Pay for-Performance. The incumbent manages employee/management relation matters and actively supports the EEO Program. The incumbent discusses, investigates, and responds to employee grievances and dissatisfaction to resolve conflicts. They monitor the work of subordinates, ensuring deadlines are met and all work is completed in an accurate manner. They provide leadership to subordinates on issues of communication, safety, ADP security, and customer service standards. Qualifications

To qualify for this position, applicants must meet time-in-grade and specialized experience requirements within 30 days of the closing date of this announcement, 10/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your specialized experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Your experience must show progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Examples of specialized experience would typically include, but is not limited to: Experience in planning and organizing work, estimating costs, coordinating with staff/management and conducting all phases of a project. Ability to plan, coordinate and maintain administrative functions of the service productively and efficiently. Ability to coordinate work, prioritize assignments, plan and schedule. Ability to develop position descriptions and performance standards, evaluating work performance, providing instruction and training, initiating counseling and disciplinary actions. Ability to develop detailed plans, goals, and objectives for the implementation and administration of the program and develops criteria for evaluation Ability to develop criteria to evaluate the effectiveness of standardization and progress toward goals Preferred Experience: Highly qualified applicants would have 2 years of supervisory experience in the VA. Knowledge of a variety of VA policies and standard procedures. This includes human resource issues, patient advocacy and policies and procedures and fiscal policies and procedures. Knowledge of VA Performance Assessment and improvement standards and other quality assurance policies. Intimate knowledge of requirements specific to Joint Commission standards and CARF for all CRH service lines. Physical Requirements: The work is requires sitting, bending, and walking. Bending and standing to retrieve information from files is necessary for addition to long periods of generating documents on personal computers.
