This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Northwestern Health Care Network (VISN 20), VA Medical Center, Boise, ID, Primary Care Service. Primary Care (PC) is a complex, multi-faceted, healthcare delivery service that provides oversight to Primary Care Clinics, Women's Wellness Center, and Community Based Outpatient Clinics (CBOCs).

Duties

This position performs duties directly contributing to the administrative management of health care delivery for PC service line which is currently comprised of ten clinics and six locations. Duties require the ability to apply the specialized principles and practices of health care management in directing or supporting Primary Care health care delivery. As the focal point for implementation of joint ventures and sharing agreements, this position orchestrates provision of resources and support to new and existing programs. This includes coordinating the planning, proposal development, and evaluation of new and current CBOCs and joint service collaborations within the Boise V.A. Medical Center catchment. The incumbent provides support by assessing needs, recommending and advising on negotiated contracts, coordinating implementation of services, and ensuring that resources data is accurate and that appropriate adjustments are made as necessary. Participates in decisions and policy making while sharing in the responsibility for management actions regarding initiatives, involvement in facility level operations and coordinating intra and inter-service line activities. The position serves as a key member of the top management team of the Medical Center and is delegated authority to make decisions and act on matters within the responsibility of the Primary Care Service using broad policy guidance. The position serves as the Chief Operating Officer for Primary Care service, providing supervision and leadership to all non-provider assignments. The incumbent conducts projects and performs assignments as a Health Systems Specialist for different clinics and programs in Primary Care. Conducts analyses of all aspects of current or projected health care programs throughout the service for effectiveness in achieving planned goals and objectives and meeting the needs of Veterans and public. Provides a variety of professional-level health care administrative support functions for PC leadership in matters such as personnel, fiscal, research, supply and administration. The incumbent develops both long and short-range policies and plans by coordinating the operational needs of the Primary Care Service. The incumbent develops and implements policies and procedures and addresses these issues with supervisor and executive leadership team (ELT). Conducts management surveys, audits, special projects, etc. and provides advisory services to operating or management officials. Program study assignments involve operations and functions of significant complexity with extensively interrelated health care programs throughout the service and health system. Responsible for overseeing prepares and coordination of service line meetings, including accuracy of roster of attendees, agenda, minutes, materials, handouts and reporting needs to overall governing bodies. Supervises maintenance of SharePoint and Shared drives site with updated information for the service line and serves as a resource for medical center and service line leaderships for references, directives and national guidance. The incumbent may be required to develop and formulate budget requests for coming fiscal year. Responsible for supervising and directing the work assignments of all Service Line level administrative support staff, currently consisting of one Administrative Officer GS-09, one Program Analyst GS-09, 3 Program Support Assistants GS - 6, one PCMM Coordinator GS - 7, and one Service Secretary GS-5. The incumbent will plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and capabilities of employees; evaluates work performance of subordinates; provides advice, counsel, or instruction to employees on both work and administrative matters; Work Schedule: Monday-Friday, 8am - 4:30pm Compressed/Flexible: Telework: Telework is Ad-hoc Negotiable. Qualifications

To qualify for this position, applicants must meet time-in-grade and specialized experience requirements within 30 days of the closing date of this announcement, 07/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Examples of specialized experience would typically include, but are not limited to: Develops annual budget and staffing plans, resource projections, prepares budget submissions, and makes recommendations to primary care leadership regarding allocation of resources. Responsible for overseeing high quality, accessible, cost-effective health care services and a high-quality patient experience. Performs Contracting Officer Representative (COR) duties. Analyze complex problems and present both written and oral recommendations and reports. Leads primary care personnel in integration of data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies to meet and sustain primary care goals and objectives. Works with staff to develop statistical data to develop and implement better health care programs and processes, streamline and improve the efficiency of operations, to increase services to patients and their families, and ensure health care programs throughout the health system. Preferred Experience: Develops annual budget and prepares projections based on past expenditures: Interprets administrative policies; Develops and implements local policies- defining administrative requirements; Performs HR related process such as writing position descriptions, developing job analyses and preparing performance plans and appraisals; Processes training requests; drafts disciplinary and adverse actions; Performs Contracting Officer Representative (COR) duties. Experience in Primary Care preferred. Experience in operations management for Primary Care to include space and facilities management for PACT teams, new clinic builds and remodels, reporting and scheduling requirements and monitoring, contracting for locums, supervision of panel management, privileging and credentialing for Tital38 employees, Hybrid T38 and Title 5 competencies and training, onboarding of all employees, and broad understanding of human resources processes as it applies to all roles in Primary Care. Physical Requirements: Work setting varies as some is sedentary, but there is a moderate amount of walking involved, with infrequent bending, lifting, and stooping. Incumbent' s vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue. Input data into the computer requires prolonged use of keyboard.
