The primary purpose of this position is to serve as a supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Requirements & Optimization Element.

Duties

Integrates and synchronizes Operations Flight work force for demand maintenance/customer service. Integrates and synchronizes Operations Flight work force for preventive maintenance (PM). Performs first level supervisor personnel management responsibilities over assigned employees. Responsible for receiving, reviewing and processing all Civil Engineering work requirements and CE Enterprise IT data associated with operations management, warranty program management and investment planning. Manages/Executes Facility Manager Program. Develops training and maintains data in support of the installation Facility Manager (FM) program. Supports the Unit Control Center (UCC) during exercise and real-world situations.

  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
  • Motor Vehicle Operators: This is a drug testing designated position. The incumbent is subject to random testing for drug use IAW 90-508, Attachment 2, Category I, Type 2: Motor Vehicle Operations.

  • This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Equipment Facilities and Services Series 1601. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, the full range of principles, concepts, and practices in Asset Management, Preventive Maintenance Management, Facility Management, and Operations Management, sufficient to oversee, manage, and implement required DOD and Air Force AFIs, DoDIs and UFCs directives, plans and policies. Practical knowledge in coordinating, developing, and balancing work schedules for maintenance and/or repair of facilities; collecting, recording, and validating budget and real property asset information; tracking, and coordinating the execution of work requirements; performing quality assurance and data analysis in support of maintenance and repair optimization activities using common systems and software. Knowledge of the scope of the specific CE functions sufficient to demonstrate knowledge of CE's responsibilities, including programs, organizational structures, management procedures, functional relationships, and engineering operations to effectively manage customers' concerns and/or problems. Knowledge of Unit Control Center (UCC) activities during exercises and/or contingency operations. Knowledge of personnel management and team building principles, concepts, and practices to prepare budget requirements submissions for operation, maintenance, repair, replacement of equipment, supplies, or increase in services. Knowledge of safety and security principles for government facilities organizations. Knowledge of work classification and prioritization, Civil Engineering organization and hierarchy, and Civil Engineering policies, procedures, playbooks, and guidebooks. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Incumbent must have a strong background of supervisory and working experience in the Facility Management Control (GS1601) career field and a vast working knowledge as a Management Analyst or as an Industrial Engineering Technician. Knowledge in asset management principles and practices as it applies to operations management and requirements and optimization activities; rules procedures, and operations applicable to real property management and financial management. Knowledge of civil engineering work control, customer service, and operations/maintenance management procedures; knowledge of civil engineering work centers and type of work performed by each type of work center and associated computerized maintenance management and sustainment management systems, system capabilities, and economic usage to effectively accomplish assigned functions. Knowledge of safety, security, and environmental standards, regulations and requirements and how to apply them. Skill in preparing FM program reference material and training presentation, and tracking training currency for all assigned FMs. Skill in collecting, organizing, analyzing, sorting, associating, and filtering data from one or more sources using spreadsheet, database, or other data manipulation tools (macros, formulas, pivots tables, charts) in order to portray trends, findings, visualizations and build effective presentations to support and drive decision making. Ability to communicate effectively both orally and in writing to brief supervisor, committees, and other groups; gather information; and prepare analyses of problems and reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
