THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC, Position Description Number PDT5095000 and is part of the WY Human Resources Office, Wyoming National Guard. This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, and Sections 932 and 1084 (FY17 NDAA)".

Duties

This position is located in the Wyoming National Guard's Human Resources Office (HRO). The primary purpose of the position is to provide technical, procedural, and evaluative assistance in the area of military service deposits, estimating earnings, service computation dates, authenticating prior military service, and employee recognition programs for both the Wyoming Army and Air National Guard organizations. Accomplishes work through the use of an automated personnel system. Military Deposits - Responsible for processing all military deposit requests. Initial request for estimated earnings will be submitted within 5 business days. Communicate with DFAS through Remedy to receive estimated earnings, submit military deposits, initiate payments for employees, and request documents such as "Paid in Full" letters. Will remain in contact with employees throughout the process and assistance with questions or requests for payments. Service Comp dates - Responsible for processing all service comp date upon request. Once a service comp date request form has been submitted, authentication of prior service will be initiated no later than 5 business days after. Will remain in contact with employee if verification takes longer and willing to meet with employee if requested to go over process. Awards Program - Serves as Executive Secretary for the employee recognition awards program. Assists in developing and providing managers and supervisors with guidance on program procedures. Maintains a tracking system to evaluate and provide management with reports of statistical information pertaining to status, financial impact, types and numbers of awards. Provides guidance on required criteria. Assists in explaining options to employees when they are dissatisfied with performance ratings. Reviews award nominations requests withing 5 days to assure ratings and justification for recommendations meet regulatory requirements. Will conduct a biannual award ceremony for time in service awards. Training of the Force - Will provide training options for the workforce as well as assists in joint trainings. Provide information for any employee that inquiries about military deposits, service comp dates, and awards. Customer Service - The expectation of this element will model the WYMD Strategic Plan to ensure you are fully capable to conduct the assigned mission, through legal, moral, and ethical customer service. This will build trust with customers, compound a positive HR image, guarantee interactions are positive, and problems are resolved timely. Phones will be answered, and walk-in customers assisted promptly. Exception: not expected to answer phone or provide instant customer service if you are assisting another customer, in training, or out of the office. Voice messages will be up to date with clear response timelines for customer and back-up contact provided. Phone messages and e-mails will be acknowledged and responded to within the first 24 hours of receiving the call/email. Attend customer service courses annually to increase ability to provide top notch customer service.

Para/Line #: 171B/255 Selecting Official: Mrs. Michelle Reed AREAS OF CONSIDERATION: Referrals of qualified applicants will be issued in the following order: Area 1: All permanent and indefinite Wyoming National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within HRO. Area 2: All permanent and indefinite WYNG Title 5 and T32 DST employed with the Wyoming Air/Army National Guard. Area 3: All Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent). Area 4: All currently assigned Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the Wyoming Air/Army NG. Currently serving and former NG Drill Status and M-Day soldiers and airmen are provided preference eligibility to compete for NG T5 positions. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. * Area 7: U.S. Citizens Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position. In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GENERAL EXPERIENCE: Experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions. SPECIALIZED EXPERIENCE: To qualify based on experience, you must possess at least 1 year experience equivalent to at least the next lower grade (GS-7) with the particular knowledge, skills, and abilities to successfully perform the duties as an HR Specialist or related to Human Resources. Applicants who have the 1 year of appropriate specialized experience, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. COMBINING EDUCATION AND EXPERIENCE: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. TIME-IN-GRADE: Any applicant who within the previous 52 weeks held a General Schedule position under non-temporary appointment must meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. If you are a current GS employee applying for a higher grade than the grade you currently hold provide an SF-50 showing the next lower grade was held for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate the next lower grade was held for at least one year (e.g., General Adjustment SF-50 from this year). In many cases, we may need to see two (2) SF-50s to determine time-in-grade and eligibility for promotion. Skilled in composing letters or summaries relating to a variety of employee benefits/performance management matters. Knowledge determining the most effective technical approaches to the problem requiring the application of established analytical techniques and methods and standard regulations and procedures. Skilled in researching laws, regulations, and policies to properly inform workforce. DRIVER'S LICENSE: Must possess a valid driver's license.
