This position is organizationally located at the VA Finger Lakes Healthcare System (HCS) and is under the direct supervision of the Associate Director. The Medical Administration Officer Serves as the Chief of the Health Administration Service and directs programs that perform technical and administrative work serving the VAMC.
Duties
Major Duties:
Program Oversight and Evaluation (60%)
Provides oversight and guidance on technical issues involving eligibility, scheduling, transportation, registration, patient movements, clinic set up, encounters, workload, medical records issues, Release of Information, Records Management, Veterans Transportation Service/Beneficiary Travel, Decedent Affairs, Patient Funds, VERA and many other areas necessary to provide administrative support to the clinical services.
Incumbent administers and allocates space, equipment and FTEE appropriately within the service. Ensures efficient utilization of space and other resources in an environment with constantly changing programmatic demands
The Chief provides leadership in areas of patient administration such as the Benefits, HIMS, and Revenue Generation (VERA, 1st party, and 3rd party reimbursement). These entail functions specifically related to: Enrollment and Eligibility, Veterans Transportation Service/Beneficiary Travel, Lodging, Veterans Equitable Resource Allocation (VERA), Release of Information, Transcription, and Data Capture.
Incumbent is expected to assess reports from the VERA Coordinator and present to Executive Leadership on all revenue cycle operations for the facility, to include progress toward accomplishment of program goals and objectives. Incumbent advises and makes recommendations to the Medical Center and the Associate Director on all facets of facility revenue cycle management.
Works closely with Executive Leadership in planning, strategizing, formulating policies and resolving any issues related to Health Administration Service. Analyzes data and prepares reports for top leadership decision-making on a routine basis.
Incumbent will oversee subordinate employees' utilization of software applications such as Excel, Access, PowerPoint, etc. to integrate the vast amounts of data residing in the VA corporate and hospital databases into usable reporting systems to provide quantitative and qualitative analysis, education, and data results.
Strategic Planning Support (15%)
Incumbent has full responsibility for the development of short- and long-term strategic goals for the service that align VA priorities and initiatives with insights gained working close to daily operations. Takes the initiative to identify needs and potential issues/concerns and devises flexibilities in operations and constructive approaches to the resolution of problems.
Supervisory Duties (25%)
Incumbent directly supervises Administrative Officer / VERA Coordinator; Clinic Profile Managers; Program Support Assistant; Chief, Health Information Management; Chief, Member Services; Chief, Scheduling Services. . The incumbent, through subordinate supervisors and leaders, supervises employees assigned to the HAS.
As a supervisor, the incumbent monitors performance and program effectiveness. Incumbent is responsible for planning work to be accomplished by his subordinates, setting priorities, and establishing deadlines for completion of work. Incumbent is responsible for evaluating the performance of his subordinates. Incumbent interviews candidates for position in the unit; recommends appointments, promotions, or reassignments. Incumbent is responsible to hear and resolve complaints from employees.
Discusses, investigates and responds to employee grievances and dissatisfactions to resolve conflicts. Incumbent represents management at labor management meetings for all matters concerning HAS program areas, provides information, and resolves conflicts and/or problems that may arise and assures HAS management officials are familiar with the negotiated agreement.
Work Schedule: Monday Through Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzing inter-related issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs within the HAS; developing both long and short-range policies and planning for the organization by coordinating the medical administration needs of the medical center; developing criteria and performance measures for evaluating the effectiveness of the service; interpreting new guidance and directives that directly and /or indirectly impact Health Administration Service; maintaining communication with all appropriate services to evaluate the quality of support provided by staff.
