Introduction The incumbent serves as Program Specialist for the Dental Service at the VHA Finger Lakes Healthcare System (VHA FLHCS). The VHA Finger Lakes Healthcare System includes the Bath and Canandaigua VA Medical Centers as well as the Rochester, Elmira and Wellsville community-based outpatient clinics and the Wellsboro rural health clinic. The VHA Finger Lakes is dedicated to providing health care services to over 33,000 Veterans.

Duties

Serves as primary support for all Dental Software Applications. Works closely with members of Healthcare Technology Management (HTM) and the Office of Information and Technology (OI&T) teams to assure the optimization of all applications. Works with the Dental team to identify and resolve issues with current applications and identify the need for new applications to improve Dental operations. Performs initial troubleshooting and problem resolution regarding technological issues before referral to Customer Interaction Management (CIM) helpdesk/technical experts. Research options for applications upgrades, obtains quotes, briefs Dental Chiefs and Assistant Chiefs on new application options and works through the procurement process to purchase new applications. Serves as Automated Data Processing Application Coordinator (ADPAC) for the Dental Service. Serves as the primary support for Dental business architecture including the Computerized Patient Record System (CPRS) and the Dental Records Manager System (DRM). Works closely with the Health Information Specialist Clinical Applications Coordinators and other informaticists to fix issues that arise with the Dental business architecture and to identify ways to improve the Dental business architecture. Briefs Dental Chiefs and Assistant Chiefs on options to improve the Dental business architecture and works through processes to implement the decided upon improvements. Works closely with the Dental Chief, Assistant Chief, Lead Dental Assistants and Health Information Specialists Clinical Applications Coordinators to assure new and existing staff are properly educated on the use of the Dental business Architecture. Serves as the primary support for Dental data analytics and data management to support the maintenance and improvement of Dental operations. Analyzes and manages data related to supply and demand of staff, equipment and supplies, clinic access, make versus buy analysis for clinical services, clinical staff productivity, Central Dental Lab Performance. Prepares monthly, quarterly, and annual reports related to Dental Clinic operations. Through the generation of tables and graphical displays, assists the Chief and assistant Chief in the interpretation of various data sets and the formulation of programmatic changes in response to such reports. The incumbent is familiar with the Office of Dentistry Quality Indicators and efficiency measures and their application to individual provider performance as well as overall clinical performance. Identifies need for, designs, collects, and follows Continuous Quality Improvement monitors from diverse clinical and administrative activities and participates in identifying areas for which monitoring is needed as well as monitors that no longer require attention. Serves as primary manager of the Homeless Veterans Dental Initiative (HVDI) program. Is primary manager of automated database and reporting systems for the HVDI program spreadsheet. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Specialist. Qualifying specialized experience includes Compiling information and preparing administrative reports for briefings; maintaining and updating databases and shared computer drives; managing projects and developing programs with responsibility for data collection, management, and reporting and experience developing policies, reports and correspondence. You will be rated on the following Competencies for this position: Administration and ManagementCommunicationsPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books, and papers; some walking, standing, and bending. No special physical qualifications are required.
