This position serves as the Assistant Chief of Police located at the H.J. Heinz Veterans Affairs Medical Center (VAMC)/Health Care System (HCS) in Aspinwall, PA, responsible for assisting the Chief of Police in the management and direction of police and security programs to include managing the physical security of assets, information, buildings, and people.

Duties

Major duties and responsibilities will include: Planning, assigning, and explaining work requirements to subordinates for new or changed programs and the functions, goals, processes, skills, and needs Hearing and resolving grievances and employee complaints, reviews serious disciplinary cases Ensures police staff are properly trained to operate a variety of equipment and/or security systems Interpreting security policies and procedures and provides guidance to senior facility leadership, other service chiefs, program managers, and others within the medical center's catchment area Keeping facility leadership informed regarding program successes and vulnerabilities Collaborating with leaders to address concerns, resolve program issues and resource needs Serving as designated liaison, subject matter expert and consultant with federal law enforcement agencies such as the Office of the Inspector General-Criminal Investigation Division (OIG-CID), FBI, DEA, ATF, Secret Service, state, and local law enforcement agencies, etc. Assisting in the development and modification of new Veteran-specific policies and procedures with focus on improving relationships between Veterans and Police Responsible for the protection of the civil rights of all individuals while on VA controlled property Assisting with developing and implementing procedures for the detention or arrest of individuals suspected of violations committed against criminal laws Planning, directing, and updating the crime prevention program and exercises direction and control of investigations into criminal activities Managing the procurement and accountability of equipment and firearms used Performing duties as required. Work Schedule: Compressed/Flexible Schedule. Candidates must be willing to work weekends, irregular work hours and extended hours if determined by the needs of the service. Furthermore, candidates must be willing to be placed, detailed, or temporarily assigned to other related services and/or locations, if necessary. Telework: This is not a remote position but there is some telework is available. Incentives: This occupation is currently approved for a Veterans Health Administration enterprise-wide Critical Skills Incentive through 10/2024. Candidates may be eligible for a lump sum CSI for a pro-rated amount if onboard prior to the CSI expiration date. Eligible candidates will be required to sign a service agreement agreeing to an obligated service period and failure to complete the obligated service period may result in a debt for the unearned portion of the CSI. Qualifications

Minimum Qualification Requirements: To qualify for this position, you must have at least one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. To be creditable, experience must have been equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience includes: assisting with the operating, directing, and controlling law enforcement and physical security activities; assessing situations and determining appropriate responses; responding to active threat situations; delegating work and evaluating performance of police personnel; providing training on equipment and security systems; conducting arrests, investigating criminal activities, and protecting crime scenes; and ensuring the safety of staff and visitors while on facility property. This experience must be detailed in your resume to receive credit. Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. Firearm Requirement: VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9). POLICE OFFICER CONDITIONS OF EMPLOYMENT 1. New VA Police Officers are required to attend an 8 - 10-week course at the VA Law Enforcement Training Center in Little Rock, Arkansas. Satisfactory completion of this course is a condition of continued employment. 2. A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice. 3. AUXILIARY POLICE DUTY, SECURITY WORK, AND COLLEGE SECURITY WORK IS NOT QUALIFYING EXPERIENCE. PHYSICAL DEMANDS AND WORK ENVIRONMENT: The position is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions are normally performed while the position conducts security surveys and inspections, which require crawling in unusually confined building areas. May be called upon to defend themselves and members of staff, patients or the public against physical attack and may be required to exercise deadly force if necessary. Requirements of the position include maintaining firearms qualifications, climbing flights of stairs, carrying heavy equipment/patients during emergencies, running, bending, stooping, physical restraint of aggressive persons, being subjected to assaults by persons evading arrest. Inspections and audits of security systems, constructions sites, and full searches require the performance of duties in a variety of inclement weather conditions walking, crawling in wooded or over-grown field conditions in all elements of seasonal weather. The work is primarily performed in an office-like setting. However, there is the potential for dangerous situations to occur at VA installations to include physical assaults, assaults involving various hidden and open weapons, including firearms, knives, clubs, etc. The position is responsible for physically interacting with aggressive persons. In addition, there can be exposure to moderate discomfort and unpleasantness during adverse weather conditions.
