About the Position: Serves as a Security Specialist implementing an Integrated Protection Program that contributes to safeguarding District personnel, assets, and national security information. Uses extensive knowledge of physical security and antiterrorism to establish adequate controls and safeguards, which ensure facilities, material, and equipment are protected against theft, illegal entry, sabotage, terrorism, or other adverse activities.

Duties

Manages the District Antiterrorism (AT) and insider threat programs. Manages the District Physical Security and crime prevention programs. Required to maintain Common Access Card system and training requirements as Alternate Site Security Manager. Receives requests for security clearances and applies appropriate agency regulations regarding the type of personnel security investigation required. Ensures completion by appropriate investigative agency. Performs physical security and crime prevention inspection surveys and assessments, prepares reports with findings and recommendations for program improvements. Responsible for security awareness programs. Schedules Physical Security Inspections for all district assets and special events located in the District Area of Responsibility (AOR). Schedules Antiterrorism Risk assessment utilizing the Antiterrorism Risk Assessment tool (ARAT) for all district assets and special events located in the District Area of Responsibility (AOR). Reviews incident/offense reports from field activities and takes appropriate follow-up action. Monitors criminal activities throughout the District for patterns that would warrant additional law enforcement and/or security measures

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations ( the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement up to 20% of the time.
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident

Specialized Experience: One year of specialized experience which includes managing installation physical security, crime prevention, Anti-terrorism and insider threat programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Physical Security and Criminal Justice. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementInformation SecurityPersonnel SecurityPhysical Security Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
