The Federal Maritime Commission (FMC) is an independent agency with five presidentially appointed Commissioners, one of whom is designated as the Chairman. The Secretary of the Commission and the Office of the Secretary (OS) serve as the focal point for all matters submitted to and emanating from the members of the Commission, and is the main public contact point with the FMC.

Duties

The incumbent serves as the Secretary of the Commission and the head of the Office of the Secretary (OS). The Secretary ensures the integrity of Commission decision-making framework. The incumbent serves as the focal point for all matters submitted to and emanating from the members of the Commission. The OS is the main point of contact for the public for the FMC. The OS serves as the office through which all official actions are taken by the Commission, all public information is disseminated and maintained, and filings are made in regulatory and adjudicatory proceedings. Additionally, the incumbent: Serves as supervisor, and provides leadership, to a current staff of seven (7) employees. Manages the votes and meetings of the Commission pursuant to the Sunshine Act. Prepares and issues orders and notices pursuant to actions of the Commission. Advises staff, non-government attorneys, and practitioners regarding Commission actions and procedures. Serves as the agency's Chief Freedom of Information Act (FOIA) Officer, and is responsible for Privacy Act requests and system of records notices. Serves as the agency's Committee Management Officer for federal advisory committees, facilitating committee functions, preparing required periodic reports, and ensuring public access to and maintenance of committee records in compliance with the Federal Advisory Committee Act. Supervises and oversees the administration and management of official dockets in formal and informal proceedings before the Commission. Compiles, edits, and publishes the official reporter of actions and final decisions of the Commission. Oversees the development and maintenance of the Commission's website, including docket logs which catalog in real time all filings in matters under consideration by the Commission. In coordination with the Office of the Chairman develops and implements public relations strategies and initiatives.

Qualifications

Candidates must meet the following by the close of the announcement: Minimum educational requirements include a professional law degree (LL.B. or J.D.) from an American Bar Association (ABA) accredited law school. NOTE: Applicants who have completed part or all of their education outside of the U.S. must have their foreign education evaluated by an accredited organization to ensure that the foreign education is comparable to education received in accredited educational institutions in the U.S. An ABA- approved law school may allow students to receive credit for law study or activities at a foreign institution and grant credit for the J.D. degree if those studies or activities are approved in accordance with the Rules of Procedure and Criteria adopted by the ABA's Council of the Section of Legal Education and Admissions to the Bar. Current active membership in a bar of any State, territory, Commonwealth of Puerto Rico, or the District of Columbia. Active bar association and a certificate that the member is in good standing will be verified prior to appointment and employees must maintain active bar membership in good standing while employed as an attorney with the FMC. Applicants must possess excellent research and oral and written communication skills. Experience in one or more of the following areas is strongly preferred: Expertise in maritime/ocean transportation industry. Experience in preparing and maintaining agenda matters and actions taken by an agency to ensure compliance with Freedom of Information, Government in Sunshine, and/or Privacy Acts. Experience serving as a Clerk of the Court. Experience that shows leadership ability and results.
