Duties
This position is located in the Health Resources and Services Administration, Bureau of Primary Health Care, Office of Quality Improvement. The duty location is Rockville, MD.
Nurse Consultants are a mission critical occupation for HRSA. These positions are critical in supporting Health Resources and Services Administration's nursing care and treatment for outpatient, specialty clinics, urgent care and/or emergency patients.
As a Nurse Consultant, your major duties and responsibilities include:
Serving as an expert analyst in developing, monitoring, implementing, and evaluating current or projected complex, interrelated public health programs specifically aimed at improving health care quality in community health centers and networks of community health centers using health information technology.
Analyzing existing or proposed systems, strategies, services, or other health-related matters for long-rang implementation and administration of large public health programs.
Providing expert clinical nursing and program perspective in the assessment of polices, projects, and data related to the measurement of quality, legislative, and administrative proposals, and makes recommendations to HHS managers.
Providing contract or project management or oversight related to the quality of nursing services and health care delivery.
Consulting with experts in the delivery of nursing services and health care delivery to obtain information or assistance related to issues of concern.
Preparing issue papers, specifications for regulations, issuances, manuals, and reports to Congress,
and correspondence for an assigned health policy area, including clinical coverage issues for patient
care, medical and nursing assessments, and clinical case management.

Requirements
- U. S. Citizenship is required.
- Males ages 18 through 25 must be registered with the Selective Service.

- Must have passed the National Council Licensure Examination - must submit documentation.
- Must possess a Current, Active, Full, and Unrestricted license or registration as a professional nurse - must submit documentation.
- One year probationary period may be required.
- Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

Note: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied. You must provide an SF50 dated September 2017 or earlier that verifies you occupied a 0610 position.
Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
OR
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

In addition to meeting the above requirements, in order to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
Examples of minimum qualifying specialized experience equal to the GS-12 level in the federal service include performing the following types of tasks on a regular and recurring basis:
Utilizing health information technology to interpret data related to measuring healthcare quality.
AND
Providing guidance on policies and laws related to electronic health records management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
