This position is located in the Pathology & Laboratory Medicine Service. The incumbent performs a specified portion or portions of the full range of budget analysis assignments and the department acquisition program.

Duties

Performs a variety of budget analysis and department acquisition functions. Work may be performed in any segment of the normal range of budget administration work performed by the department including budget formulation, budget enactment, or budget execution. Duties typically performed include the following: assisting in the preparation of budget estimates, interpreting OMB directives and circulars; providing information and advice to program manager; reviewing bureau and office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; monitoring budget; recommending reprogramming of funds as needed. Prepares purchase requests for a a variety of equipment, reagents and maintenance. Monitors budget and purchase orders for availability of funds. Monitors invoices for accuracy and receipt of orders. Serves as an authorized user of government purchase card. Incumbent as an authorized user of this card is responsible for meeting the standards for documentation and reconciliation of the purchase cards as set forth by VA Handbook 1730.1, Use and Management of Government Purchase Card, dated August 27, 2008. As mandated by VACO and VISN 7, Cardholders will be held accountable for the following: Complying with all Federal, VA and local acquisition regulations, using mandated socio-economic entitles and complying with the Javits-Wagner-O' Day Act and using mandatory sources. Ensuring the acquisition of Environmental Protection Agency (EPA) designated products (green). Verifying funds availability prior to making purchases and complying with single purchase and monthly cardholder limits placed on card. Inputting of order into IFCAP, within one (1) workday of purchase with vendor, to include correct control point, cost center, and budget object class (BOC) for that transaction. Undelivered or partial and unmatched payments pending beyond thirty (30) days must be reviewed and necessary action taken. Reconciling payment charge from Government Purchase Card vendor within fourteen (14) calendar days of receipt of IFCAP purchase card message. All payments must be reconciled within 40 days. Ensuring purchases represent reasonable prices, unless a premium is justified and documented. Researching price differences between charge amounts and purchase order amounts. Differences within local policy tolerance must be noted in the comments section or the order amended to reflect correct pricing. Maintaining appropriate receipt records and supporting documentation. Safeguarding the card, not allowing others to utilize the card, and only utilizing the card for official Government business only. Ensuring privacy laws are not violated with transmittal of sensitive information. Attending a refresher training session on the use of the Government Purchase Card. Mandatory attendance is required every two (2) years or earlier at the discretion of the facility. Develops and submits to the Laboratory Manager a monthly summary report of each fund control activity and the utilization of each contract and account. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization.1 (one) year equivalent to at least GS-7. Specialized Experience includes; Knowledge of federal budget and acquisition processes, policies, procedures and regulations to assure that budget estimates, projections, and submissions conform to requirements, guidelines, and financial objectives. Experience applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of a clinical program operations; skill in presenting recommendations and negotiating solutions to disputed recommendations; experience addressing major issues, program goals and objectives, work processes and administrative operations of the organization; and, experience applying pertinent laws, regulations, policies and precedents which affect the use of programs and related support resources OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree. OR 2 full years of progressively higher level graduate education leading to such a degree. OR LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. You will be rated on the following Competencies for this position: Accounting Operations Attention to Detail Control of Funds Federal Funds Processing Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary and requires a substantial amount of interaction with a personal computer. The Incumbent walks to and from meeting, performs space, supplies, and equipment inventories, and frequently carries papers and books weighing less than ten pounds.
