About the Position: Serve as a Supervisory Contract Specialist (Division Chief) providing direction and guidance through subordinate supervisors/team leaders to a group of professional, technical, and support personnel for Army Contracting Command located at Redstone Arsenal, AL. This is a pay banded position. The NH-04 band encompasses grades 14 and 15 under the General Schedule (GS) system.

Duties

Serve as Division Chief to provide direction/guidance through subordinate supervisors to professional, technical, and support personnel engaged in all aspects of a highly complex defense acquisition program. Support Agency Affirmative Action/Equal Opportunity Program ensuring principles are reflected in aspects of personnel management. Assign work while establishing priorities based on workload and skillset. Evaluate performance of subordinates to give advice and counsel on both work and administrative matters, to include career growth and development. Interview/recommend selections for positions, promotions, and reassignments. Serve as a member of the pay pool management in assessing contribution and preparing statements of duties and experience. Develop positive working relationships with higher level senior leaders, both internal and external. Communicate schedules to ensure work is organized and meets established deadline. Ensure subordinates properly analyze and apply contracting rules, regulations and procedures. Plan and execute budgets. Exercise responsibility in the application of contract and procurement laws, rules and regulations. Interpret contracting/rules from Federal, Department of Defense and Department of the Army to ensure compliance of agency contracting functions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.
  • Must be able to obtain and maintain a Secret Security Clearance.
  • Must file a Financial Disclosure Statement, OGE, Form 450, upon entry onto the position and annually thereafter.
  • This is a Critical Acquisition Position . Selectee must sign an Acquisition Corps written tenure agreement to remain in the Federal service in this position for at least 3 years.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience at the NH-03/GS-13 grade/level which includes: 1) Experience managing branch or higher level entity to ensure agency programs are supported; 2) Providing expert technical advice for contracting pre-award and administration; 3) Performing administrative and supervisory duties for assigned division, to include mentoring; developing acquisition plans/strategies to assure timeframes, goals and work requirements are met; 4) Applying state of the art contracting techniques, such as non-FAR based contracting efforts; and 5) Developing policies and procedures for work involving the evaluation of contract price proposals, advertising, negotiation, administering and/or termination of contracts for procurement of supplies, services, or research and development. All Current Federal Employees MUST attach a current SF-50 for consideration. Without a SF-50, your application WILL NOT be considered.
