Job opening: Supervisory Acquisition Analyst

Salary: $132 368 - 172 075 per year
Employment Type: Full-time
This position is located in the Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Senior Procurement Executive (OSPE). This position is outside the bargaining unit.

Duties

Major duties for this position include, but are not limited to: At the direction of the Division Chief, PPMD, establishes Department-wide policy and procedures, long-range plans, execution strategies and evaluates the work of the OSPE. Develops operating policies and procedure that stem from implementation of various laws (i.e. Prompt Payment Act), Federal Acquisition Regulation, Office of Management and Budget (OMB) Circulars, Executive Orders, Departmental Policies (to include enforcement and application of DOL procurement policy guidance at the Division/s level), Office of Inspector General Audits and Reviews, General Accountability Office (GAO) Reports and Questionnaires, etc. Serves as a functional liaison between customers and PPMD staff members to improve the efficiency and effectiveness of services provided. Serves as a resource to OSPE staff and OASAM on complex procurement management problems and is responsible for the identification of resolutions for these areas of concern. Uses innovation and creativity in the development and revision of policies and where possible, introduce the use of robotic process automation. Directs and coordinates the activities of the Branch necessary for the day-to-day management and coordination of OSPE, OASAM activities, and organizational components. Participates in planning and related activities, develops workable and practical goals, objectives, and operating policies Assigns specific projects to subordinate staff and oversees and coordinates activities. Maintains necessary oversight for the overall operation to assure the achievement of planned goals and objectives. Identifies situations which may cause potential problems, and either initiates necessary corrective action or develops recommendations for the Division Chief's consideration and decision. Assesses performance in functional areas cited and takes corrective action to remedy deficiencies, responds to new challenges to ensure the effectiveness of new program initiatives. Interprets and drafts procurement policies, and makes authoritative decisions that establish precedents or resolves technical and procedural problems within the office.

Requirements

  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.
  • Requires a supervisory probationary period if the requirement has not been met.

Qualifications

You must meet the Basic Requirements listed in the "Specialized Experience" to qualify for Supervisory Acquisition Analyst, as described below. For GS-14 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-14 includes: Eligible candidate provides leadership and direction in the areas of procurement planning, solicitation, negotiation and award of complex contract actions; applies knowledge of the Federal Acquisition Regulation (FAR) and the procurement process to conduct competitive procurements using FAR Part 15 (Contracting by Negotiation) with an emphasis in the area of services. The candidate demonstrates knowledge of Federal Appropriations Law (FAL). Specialized experience includes experience in effectively managing, assigning, reviewing and awarding complex services contracts to achieve agency goals; possesses experience making difficult decisions about contract-related matters; works collaboratively and maintains cooperative relationships with the program office and contractor community.
