Primary Purpose: Act as Lead Flight Operations Scheduler for multiple mission design series 422 Test and Evaluation Squadron which executes tests covered under the 53rd Wing/Test Evaluations Group as directed by Air Combat Command. Analyzes near/long range test requirements and available resources to maximize the efficiency/effectiveness of flying and ground operations.
Duties
-Leads team in designing, building and executing operational flying schedules that support test and training operations and mission requirements.
-Focal point for unit flying operations, test and training initiatives/requirements and assures conformity with management test objectives, policies and procedures.
-Provides oversight and direction of unit level flight programs/operations.
-Ensures the organization's strategic plan, mission, vision and values are communicated to the team and integrated with the supervisor's strategies, goals, objectives, work plans, work products and services.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of Air force operations, resource management systems, associated programs, interface requirements, retrieval language and complete familiarity with USAF and DOD security procedures. Requires ability to use qualitative and quantitative techniques to analyze and measure the effectiveness of flight operations and scheduling as it relates to the unit's wide variety of goals and missions. A thorough knowledge of current organizational goals and missions must be coupled with a thorough knowledge of flight operations, scheduling policies, directives and procedures as they relate to testing, aircrew training and weapons systems.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, have more than 2 years of progressively higher level graduate education with a major or subject area related to the position to be filled. Therefore, have a combination of experience and education. NOTE: You must submit copies of your college transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of concepts, policies, objectives associated with aircraft scheduling procedures, training requirements, and air operations support activities sufficient to coordinate required support.
2. Ability to communicate both verbally and in writing.
3. Knowledge of and ability to operate automated flight scheduling equipment and software to include CSE and PEX.
4. Knowledge and skill in applying qualitative and quantitative analytical and evaluative techniques in performing analysis to identify weakness and provide the efficient, effective execution of operational programs.
5. Ability to identify and analyze variables and translate complex information, make appropriate judgment and identify the best solution for air operations.
6. Knowledge of a wide range of DOD, AF, multi-command, major command manuals, instructions, directives, unit operating procedures and processes, safety and security regulations sufficient to perform the full range of flight operations scheduling responsibilities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
