About the Position: Serves as one of several contract specialists responsible for pre-award and post-award functions, including price/cost analysis, negotiation and administration of requirements-type contracts for the development of processes and programs involving the full range of contract documents in support of the Charleston District's secure environment contracting mission.
Duties
Review requests for the acquisition of processes and program requirements.
Analyse requirements with recommendations of revisions to the statement of work or specifications as necessary.
Provide interpretations of contracts along with guidance on contract provisions for contractors and other Government personnel.
Prepare documentation to include justification and approval for other than full and open competition.
Prepare recommendations and submits contract package, including all documentation, to Contracting Officer for signature.
Negotiate various types of contracts including services, supplies, construction, and architect engineer contracts on behalf of the organization.
Analyze complex scopes of work and related documents to ascertain funds availability to showcase the most practical and advantageous method of procurement.
Perform cost or price analysis, including review of cost breakdowns to determine reasonableness.
Prepare solicitation documents on behalf of organization.
Solicit proposals from prospective contractors on behalf of the organization.
Conduct pre-proposal conferences, answers inquiries and amends solicitations as required.
Analyze proposals for conformance with the solicitation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires Temporary Duty Travel (TDY) up to 20%.
- May be required to hold a Contracting Officer’s warrant that will be issued by the Principal Assistant Responsible for Contracting (PARC).
- Must submit Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- Defense Acquisition Workforce (AWF) position. Must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- Advanced Career Level Certification must be met within 4 years.
- Practitioner Career Level Certification must be met within 5 years.

In order to qualify, you must meet the education and experience requirements described below. Basic Requirement 1102 Series: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes preparation and/or review of pre-solicitation packages, performing acquisition action or quality assurance review and performing cost and price analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal services (GS-11).
For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
