This position is located within the Department of Labor (DOL), Office of Labor-Management Standards (OLMS), Office of Program Operations. Responsible for developing new program objectives and legislative and regulatory initiatives to facilitate achievement of OLMS program goals and objectives.
This position is outside the bargaining unit.
Duties
At the GS-14 grade level, the incumbent will perform the following:
Develop and formulate interpretations and policy regarding application of the criminal and civil provisions of the Labor Management Reporting and Disclosure Act (LMRDA).
Initiate reviews of the LMRDA Interpretive Manual which incorporates precedential court and agency rulings on interpretations and applications of the LMRDA, and other policy manuals, including the LMRDA Embezzlement Court Decisions Guide.
Provide technical advice and guidance to agency staff and others in regard to the most complex and difficult issues concerning administration of the LMRDA and other laws administered by OLMS, including complex statutory coverage, reporting, trusteeship, bonding, and election issues.
Develop and draft regulations implementing provisions of the LMRDA and other laws administered by OLMS and interpretative bulletins, which set forth agency interpretations concerning those laws.
Requirements

- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Basic Requirements listed in the "Education Requirements" section and the "Specialized Experience" to qualify for Policy and Law Advisor, as described below.
To qualify at the GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service, that demonstrates the knowledge, skills, and abilities to perform successfully in the duties of this position.
Qualifying specialized experience is experience advising on laws, rules, and regulations relating to U.S. labor laws.
Education
Applicants may not qualify for this position based on education in lieu of specialized experience at the GS-14 grade levels.
