This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need. This announcement will close at 11:59 p.m. Eastern Time on the date the first 100 applications are received or 10/04/2023, whichever comes first.

Duties

Functions as a Senior Advisor for Environmental Review and Permitting for the CHIPS Program Office (CPO). The position will prepare a variety of assessments, reports, studies related to the CHIPS and Science Act, as well as related environmental laws and regulations. The advisor will coordinate with Federal, State, and local agencies, as well as private entities. This individual also will lead in the development of programmatic tools for the Environmental Division (the Division). Work will span CHIPS application review to post-award application management. The individual will engage with prospective applicants, evaluate applications, provide project assistance, and engage with interagency counterparts to align the critical semiconductor needs of the US Government to a portfolio of potential efforts. This individual will evaluate CHIPS applicants' environmental plans and provide technical assistance to applicants related to environmental permits for construction and operations. As a core member of the Division, this individual will: - Review of applicants' environmental permitting and compliance plans according to the requirements of applicable federal and state environmental statutes and regulations. - Evaluate a wide range of environmental protection issues or concerns, including clean energy and environmental justice, and preparation of assessments, reports, and studies. - Engage with federal, state and local agencies, including the Federal Permitting Improvement Steering Council. - Participate in the development of CPO policies and procedures. - Respond to comments received from the public and from other Federal, State, and local agencies regarding environmental issues. - Manage and coordinate environmental consultants. - Provide guidance and training to staff members of the Division and the larger CPO audience on environmental topics.

Qualifications

Applicants must have one year of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST) in the federal service. Specialized experience is defined as: experience managing complex projects, either in a government or private sector context; demonstrated acumen for solving complex multi-jurisdictional problems, including working with a broad and diverse range of stakeholders; demonstrated ability to work collaboratively as part of a team; demonstrated experience in environmental permitting and compliance; experience in the preparation of decision documents; and experience in engaging with public and various stakeholders. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
