The primary purpose of this position is to serve as a combatant command headquarters senior program analyst and expert action officer, applying program expertise to analyze, evaluate issues, develop recommendations and determine necessary policies, regulations, directives, programs, doctrine, and procedures for assigned major command programs.
Duties
Plans, directs, and coordinates all military and civilian manpower issues for USSPACECOM's Service Component Program Objective Memorandum (POM), and the Program Budget Review (PBR) processes.
As a Command manpower analyst, plans, coordinates, reviews, and directs USSPACECOM programs for billet resource allocation and alignment.
Participates in strategic planning to improve manpower determination and focus using strategic planning tools and techniques.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

- Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

- Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include traveling on military or commercial aircraft.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced management and organizational principles and practices along with an expert knowledge of planning, programming, and budgeting regulations, guidelines, and processes; expert knowledge of Department of Defense planning, acquisition, and management processes to provide PPBS guidelines and advisory services in support of long-range USSPACECOM war, mobilization, exercise, deployment, and similar operations planning efforts. An expert knowledge of a wide range of Congressional, DoD, and Service policies/regulations/laws used to formulate requirements, manpower and personnel, budgeting, planning and programming; expert knowledge of USSPACECOM program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectives of planning actions related to actual events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of USSPACECOM programs. Knowledge of the missions and work processes of programs throughout USSPACECOM for all personnel (military, civilian, reserve component and contractors).
2. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends. Knowledge of PPBS and POM processes and procedures to gain efficiencies through manpower.
3. Skill in the application of manpower and programming directives, concepts, procedures, guidance, and policy through the use of, but not limited to, statistical reports, staff packages, Congressional inquiries, impact and justification statements, reports on human resource utilization.
4. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations.
5. Skill in establishing command HR systems and the knowledge and understanding of the principles and practices involved in the analysis, design, development, implementation, and maintenance of these systems. Skill in conducting interviews to obtain information about organizational missions, functions, and work procedures.
6. Knowledge of Department of Defense, Joint Staff and Service vision and strategic planning documents and development processes and skill in the application of personnel planning expertise as it applies to assigned programs and strategic and long-range planning functions.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
