The primary purpose of this position is to first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to International Support Flight (ISF).
Duties
Plans, organizes, and directs the activities of International Support Flight ensuring that Student Admissions Office, ID Card Office, and Flight Physicals Office comply with legal and regulatory requirements and meet customer needs.
Exercises supervisory personnel management responsibilities.
Represents Defense Language Institute English Language Center (DLIELC) and 637 ISS with a variety of installation and functional area organizations.
Admits and in-processes international military and government students.
Processes ID card requests and retrieves ID cards when necessary.

- Employee is required to work uncommon tours of duty including nights, holidays, and weekend shifts. The DLIELC student admission center operates on a 24-hour, 7-day a week basis.
- Ability to operate a 15-passenger vehicle. Must have appropriate state license and insurance.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes planning, directing, organizing, and exercising control over the activities an office, ensuring it complies with regulatory requirements and meets customer needs; planning, organizing, and directing administrative functions; managing personnel, including explaining performance standards, reviewing positions, and initiating disciplinary measures when needed; managing goals and developing improvements in and designing new work methods and procedures; using office automation software programs, tools and techniques to support office operations and produce a variety of documents; determining eligibility requirements; and processing ID card requests.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of policies and procedures related to Security Cooperation enterprise and International Military Student Office; IMS admission, in processing, and transportation; and ID and CAC card issuance for IMS and eligible dependents, military personnel, and DoD Civilians.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to resolve issues when necessary.
4. Ability to communicate effectively, both orally and in writing using tact and courtesy while adhering to USAF standards.
5. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, graphs and engraving material.
6. Ability to interact effectively with international students from over 100 different countries and be sensitive to their various cultural backgrounds.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
