This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. Positions in the Cyber Excepted Service are positions necessary to carry out and support the mission of the United States Cyber Command. It is in the Work Category Professional at the Senior Work Level within the CES Occupational Structure. It is located in the DISA JFHQ-DODIN.

Duties

Serve as an IT Cybersecurity Specialist in the area of Cyber Network Defense (CND, Public Key Infrastructure (PKI), and Specialized Assessments (ICS/OT, Weapon Systems, PIT Systems). Serve as Team Lead in support of DOD Information Networks (DODIN) Readiness and Security (DSRI) Directorate, DODIN Cyber Operations (DCO) Access Control Inspection Branch. Develop policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data. Conduct risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs. Provide technical support and guidance to staff in matters relating to a wide range of IT issues and management throughout the organization and major components. Implements, maintains, and conducts onsite/remote/virtual analyses of IS standard security products and associated systems in order to determine overall technical features and standard security protection required. Assesses the risk to critical DoD operations, and provides detailed recommendations on mitigating controls whenever deficiencies are noted. Works with JFHQ-DODIN, USCYBERCOM, USSTRATCOM, DoD IG, DoD CIO, NSA, industry, and other various representatives to institutionalize good security practices.

Requirements

  • Must be a U.S. Citizen
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Top Secret/ SCI security clearance required.
  • Test Designated Position (TDP). The incumbent is subject to initial and random drug testing.

Qualifications

In order to qualify for this position, you must meet the requirements described below Basic Requirements: Applicants must demonstrate on their resume that they have IT-related experience demonstrating each of the four competencies listed below. - Attention to Detail - Customer Service - Oral Communication - Problem Solving Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Advanced knowledge of IT practices, concepts, procedures and implementation strategies. Experience in developing, implementing, evaluating, and security of various information systems. Knowledge and experience of Defensive Cyber Operations (DCO) and Public Key Infrastructure (PKI). Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Education

There is no substitution of education for specialized experience at the GG-13 grade level.
