Duties

The person selected will serve at the pleasure of the Office of Congressional Workplace Rights (OCWR) Chair and Board of Directors for a term limited by statute not to exceed five years, with the possibility of being reappointed to a second five-year term. This position is one of two deputies who report directly to the Executive Director, and the person selected will be an integral part of the OCWR leadership team. Responsibilities This officer, a position created through statute, will serve as the deputy responsible for the program and administrative functions described below. Though the Executive Director (or the Board or General Counsel in certain circumstances) retains ultimate authority by statute, the DED-H will lead the functions described below and will have the authority necessary to do so. The DED-H will also work closely with the Executive Director on the entirety of the portfolio to ensure the success of the OCWR staff reporting through the DED-H. The following areas fall within the DED-H portfolio: Through subordinate supervisors, the DED-H will be responsible for all aspects of administrative and other mission support to the OCWR. This includes IT, finance, human resources, general administrative support. The DED-H need not have deep experience in any of these program areas, but absolutely must be able to lead, hold other leaders accountable, and motivate teams so that the OCWR succeeds in its work. Through a subordinate supervisor, the DED-H will be the deputy responsible for the public relations efforts of the OCWR. The OCWR's public relations portfolio is vast, including creating annual and mandatory public and congressional reports, posters, brochures, newsletters and bulletins, and audio and video materials. This includes material appearing in media as varied as the Congressional Record and social media outlets. This also includes handling press inquiries. The DED-H also will be responsible more directly for assisting the Executive Director in interactions with the Congress. The DED-H will oversee the staff responsible for the OCWR education and outreach program. This staff designs, updates, and executes a multi-faceted education and information program for employing offices and employees covered under the CAA. This includes in-person large training events, small targeted presentations, and hybrid or online training accessible to legislative branch staff working throughout the United States and in several locations abroad. Through a program manager, the DED-H will be responsible for all aspects of the biennial Congressional Workplace Climate Survey. The CAA requires OCWR to administer such a survey. The DED-H will supervise the Confidential Advisor program. The Confidential Advisor is a statutorily-created position held by an attorney who provides consultation and assistance to covered employees of the legislative branch on their rights under the CAA and on the procedures of the OCWR. In cooperation with the Deputy Executive Director for the Senate and the Executive Director, the DED-H will recommend appropriate regulations or regulatory updates to the OCWR regulations implementing the CAA. Related to this, the DED-H will work with the other OCWR officers to assist the Board in developing and implementing its legislative agenda. As an integral member of the office's executive management team, the DED-H will serve as a leadership partner with the Executive Director and other officers to ensure the OCWR meets its mission. To that end, the DED-H also assists the Executive Director with special projects related to OCWR operations and performs other duties as assigned by the Executive Director.

Qualifications

The individual appointed as the Deputy Director will possess the following characteristics and experiences: Strong management, leadership, motivational, communications, and organizational skills, as well as an unassailable level of ethics and integrity. More than 10 years of specialized experience providing the knowledge, skills, and abilities required to successfully perform the duties described above. A demonstrable commitment to the mission of the organization. A broad understanding of the operation of the legislative branch. The ideal candidate also will have a background that includes at least several of the following: Broad knowledge and expertise in the application of employment and labor laws; Experience with the media; Legislative, congressional and/or government relations experience and executive experience; and Experience in the organization and operation of the legislative branch.

Education

  • JD from a law school accredited by the American Bar Association.
  • Member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.
